This vacancy is for a GS-0501-11, Financial Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, SILC BOD ADMINISTRATION BRANCH in NORFOLK, Virginia.

Qualifications:

To qualify at the GS-11 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

  • Managing and executing multiple appropriated fund accounts, including monitoring, verifying availability, obligations, expenditures, and resolving funding discrepancies in a federal or large organization environment.
  • Analyzing financial and historical data to develop budget estimates, forecasts, and funding requirements for programs or projects.
  • Experience preparing financial reports, summaries, and narrative justifications for management or senior leadership review.
OR

Ph.D.; or Equivalent Doctoral Degree

OR

3 full years of progressively higher level graduate education leading to such a degree

OR

LL.M, if related

Responsibilities:

You will serve as a Financial Management Specialist and be responsible for accounting for all CEU financial and property accounts.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Analyze financial and historical budget data to develop forecasts, estimates, and funding requirements for construction, maintenance, and operations.
  • Prepare financial reports, narratives, and briefings for senior leadership and headquarters-level stakeholders.
  • Administer internal controls, ensure compliance with fiscal laws, policies, and OMB/DHS/USCG guidance.
  • Provide training and guidance to CEU personnel on financial systems (FSMS, MAXIMO, Oracle), property accountability and financial procedures.
