Job Description: Information System Security Manager (ISSM) III
Location: Philadelphia, PA
Position Overview
The ISSM III is responsible for managing and overseeing information security program
implementation across Navy systems and networks. This position requires coordination
with various stakeholders to ensure compliance with cybersecurity standards, the
development of security strategies, and the enforcement of policies and procedures that
protect Navy information systems. The ISSM III ensures risk is reduced across the
enterprise and supports strategic decision-making to improve overall cybersecurity
posture.
Key Responsibilities
Support IT security goals and objectives to reduce organizational risk.
Collect data and prepare reports for system cybersecurity compliance and reporting
requirements.
Communicate the value and importance of IT security across all organizational levels.
Oversee the implementation and enforcement of cybersecurity policies and procedures
consistent with mission and goals.
Assist with security inspections, audits, and reviews to ensure compliance with DoD and
Navy cybersecurity standards.
Identify security requirements across the system life cycle and ensure successful
integration into IT systems.
Monitor, track, and resolve audit findings, POA&Ms, and vulnerabilities.
Coordinate with programs and stakeholders to resolve findings identified in internal
and external reviews.
Facilitate communication between RMF stakeholders throughout the cybersecurity
lifecycle.
Prepare findings reports, risk assessments, and corrective actions for identified
deficiencies.
Ensure systems are monitored for compliance conditions, stipulations, and deadlines
(e.g., SLCM activities).
Required Qualifications
Education: Master’s degree in Computer Science, Information Technology, or a STEM-
related field.
Experience:
- Eight (8) years of experience coordinating with various levels of an organization to
oversee and manage information security program implementation.
- Must have managed cyber strategy, personnel, infrastructure, policy enforcement,
emergency planning, and/or security awareness programs.
- Experience with cybersecurity policy enforcement and compliance across DoD or Navy
systems.
Certification: Baseline certification as outlined in the Cybersecurity Workforce (CSWF)
requirements table.
Desired Skills
Strong understanding of RMF and Navy cybersecurity requirements.
Proven ability to lead cybersecurity strategy and oversee cross-functional teams.
Excellent communication skills for presenting technical information to executives and
stakeholders.
Ability to develop, enforce, and monitor organizational cybersecurity policies.
Demonstrated success in risk management, incident response, and audit resolution.
