Position Summary
The Fiber Management System Administrator supports the planning, documentation, coordination, and ongoing management of the jurisdiction’s fiber optic infrastructure. This role combines GIS/system administration, engineering review, and field verification to ensure the fiber network is accurately documented and aligned with construction and operational standards.
This position requires both office-based responsibilities and onsite field work, including inspections and validation of infrastructure to maintain accurate system records.
Key ResponsibilitiesFiber Network Documentation & System Administration
- Administer and maintain the Network Manager Telecom (or equivalent) Fiber Management System
- Accurately document and update:
- Fiber routes, splice diagrams, and assignments
- Conduit systems, handholes, manholes, poles, and attachments
- Fiber utilization and connectivity records
- Ensure all records reflect as-built conditions
- Apply industry standards and best practices to all system data
- Ensure the system reflects standards for fiber color codes, installation practices, and asset classification
GIS & Data Management
- Utilize GIS/ArcGIS platforms to map and manage fiber infrastructure
- Maintain consistency between GIS data and fiber management system records
- Support integration of:
- Construction drawings
- Permitting documentation
- As-built records
- Generate reports and visualizations for planning and operational decision-making
Field Verification & Site Work
- Perform onsite inspections and field validation to:
- Verify infrastructure placement and routing
- Confirm accuracy of system documentation
- Document field conditions and update system records accordingly
- Support locating efforts and coordinate with utilities as needed
Engineering Review & Design Support
- Read, interpret, and review:
- Site plans
- Civil engineering designs
- Fiber construction drawings
- Provide input, comments, and recommendations on fiber design and routing
- Review and create fiber splice diagrams
- Validate construction designs against standards and field realities
Construction Coordination
- Coordinate and manage fiber construction vendors and contractors
- Oversee adherence to:
- Project scope
- Timelines
- Quality standards
- Monitor construction practices including:
- Directional boring
- Trenching and micro-trenching
- Direct bury installations
- Conduit placement
- Ensure compliance with applicable codes and specifications
Permitting, Right-of-Way & Regulatory Compliance
- Support permitting processes and right-of-way coordination
- Ensure compliance with:
- MDOT requirements
- State and local jurisdictional standards (for the local jurisdiction)
- Coordinate with permitting agencies and internal stakeholders
Standards & Compliance
- Apply and enforce knowledge of:
- BICSI, EIA/TIA, NEC, ISO standards
- State and local regulations for inside and outside plant fiber construction
- Maintain expertise in:
- Fiber color codes and labeling
- Installation best practices
- Safety and electrical code compliance
Vendor, Contract & System Support
- Manage vendor contracts and service agreements related to fiber infrastructure and systems
- Ensure availability, maintenance, and vendor support for Network Manager Telecom
- Support procurement and contract processes per local jurisdiction purchasing standards
- Track and enforce contractor deliverables, including as-builts and documentation requirements
Coordination & Partnerships
- Coordinate with internal teams, including GIS, engineering, and IT
- Work with external entities, including:
- State and local permitting agencies
- Utility providers and infrastructure partners
- Coordinate with local ISPs and network partners to:
- Establish mutual agreements for fiber use
- Support shared infrastructure and meet-me points
- Document shared routes and agreements within the fiber management system
- Facilitate data sharing and collaboration where required
Required Knowledge & Skills
- Strong understanding of fiber optic infrastructure (OSP and ISP)
- Familiarity with:
- Utility locating processes
- Permitting and right-of-way requirements
- MDOT and local jurisdiction standards
- Ability to:
- Read and interpret engineering and construction drawings
- Create and review fiber splice diagrams
- Knowledge of:
- Conduit systems, poles, handholes, manholes, and attachments
- Construction practices including boring, trenching, and direct bury
- Experience with GIS (ArcGIS) systems and spatial data management
- Working knowledge of industry standards (BICSI, EIA/TIA, NEC, ISO)
Preferred Qualifications
- Experience administering Network Manager Telecom or similar fiber management platforms
- Experience with public-sector infrastructure projects
- Familiarity with local jurisdiction procurement and contracting processes
- GIS certifications or fiber design certifications (e.g., BICSI)
Work Environment
- Hybrid role including:
- Office-based system administration and coordination
- Regular field visits for verification and documentation
- Travel within the jurisdiction required
Summary

Pay: $65.00 - $95.00 per hour
