Qualifications:

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions, for GS-1702, Education and Training Technician Series,

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes general knowledge of Security Assistance, development training program administration, policies and procedures. Knowledge of and compliance with various directives of education and training programs. Knowledge of principles, practices and techniques of instructions and educational methodologies.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., related degree from an accredited college or university.NOTE: You must provide a copy of your transcripts.

A combination of education and experience may be used to qualify for this position. NOTE: You must provide a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. General knowledge of Security Assistance/Cooperative Development training program administration, policies, and procedures. In depth knowledge of and compliance with various directives (DoD, AFSAT, AFSAC, SAF/IA, etc).

2. Professional knowledge of principles, practices, and techniques of instruction and educational methodologies in areas such as design of instructional systems, development of curricula, preparing educational materials, tests and measurement devices, educational program evaluation, and staff and faculty professional development programs.

3. Knowledge of military and civilian personnel policies and requirements as they relate to employee program management.

4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.

5. Ability to communicate effectively, both orally and in writing. Ability to analyze and research problems in cross-cultural adjustment and security assistance/cooperation issues.

6. Skill in advising or counseling persons of differing cultural backgrounds.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

SUMMARY: The primary purpose of this position is to: Serve as Chief, International Military Student Officer (IMSO), is the primary point of contact for the Air Force Security Assistance Training (AFSAT) Squadron providing daily oversight and management for all international military student support functions. Coordinates the social sponsor program and arranges activities under the Field Studies Program (FSP).

DUTIES:
1. Plans and coordinates activities of the IMSO to ensure compliance with legal and regulatory requirements and meets customer needs.

2. Exercise supervisory personnel management responsibilities. Advise and provide counsel to employees regarding policies, procedures, and directives of management.

3. Serves as 82 TRW International Military Student Officer (IMSO): Functions as the primary point of contact for International Military Student (IMS) undergoing all technical training courses of instruction at the 82 TRW and familiarization training in the 82 TRW and the 80th Flying Training Wing (80 FTW).

4. Serve as liaison/mentor to foreign students including their daily supervision: Formally counsel students demonstrating non-conformity to established standards of behavior or fails to achieve required academic standards.

5. Manages the Field Studies Program (FSP): Follow DoD and USAF policies for meeting the DoD Field Studies Program objectives for execution of the local FSP, a DoD mandated program in accordance with AFI 16-105, DoDI 5410.17 and Security Assistance Management Manual, DoD 5105.38.
