Job Summary
The Senior Project Manager – Fiber Splicing is responsible for ensuring the timely, safe, and cost-effective delivery of fiber splicing activities supporting Shentel’s outside plant (OSP) network. This includes new construction, maintenance, and service restoration.
This role operates with minimal supervision and leads coordination with contractors, utilities, vendors, and internal teams. The position handles complex project scopes, provides guidance to less experienced project managers, and oversees full lifecycle project execution for multi-service telecommunications networks.
This position reports to the Fiber Splicing Manager (or designated OSP Operations leader) and requires strong cross-functional collaboration within the operations organization.
Key Responsibilities
Education
High School Diploma (required)
Associate’s or Technical Degree (preferred) or equivalent experience
Experience
Minimum 6 years of experience in telecommunications and/or fiber splicing
Relevant military or equivalent experience will be considered
Certifications (Preferred)
FOA CFOT
CFOS/T, CFOS/S
ETA FOT/FTT
Or similar fiber-related certifications
Skills & Competencies
Strong knowledge of OSP fiber networks, splicing practices, and testing methodologies (OTDR/OLTS)
Proficiency with MS Office and project tracking tools (e.g., Sitetracker, Smartsheet)
Excellent organization, documentation, and scheduling skills
Ability to manage multiple projects and shifting priorities
Strong communication and cross-functional collaboration skills
Ability to work independently and lead teams effectively
Flexible availability, including nights, weekends, holidays, and overtime
Willingness to travel as needed

Key Responsibilities
- Project & Operations Management
- Oversee fiber splicing activities for network builds, upgrades, cutovers, and restoration efforts
- Plan and schedule work with contractors, engineering, and field operations teams
- Coordinate outages, access, and restoration timelines
- Manage multiple, simultaneous construction initiatives
- Contractor & Vendor Management
- Develop and manage contractor relationships through bidding, negotiation, and performance oversight
- Create and maintain vendor agreements, scopes of work, and standards
- Identify and qualify new contractors and vendors for project opportunities
- Quality Assurance & Documentation
- Review and validate as-built documentation (splice sheets, route updates, ODF records)
- Verify system performance using OTDR/OLTS results
- Manage punch-list items to ensure proper project closeout
- Maintain accurate facilities records for change control
- Financial & Risk Management
- Develop and manage cost estimates and project budgets
- Identify budget risks early and implement mitigation strategies
- Perform risk management and create contingency plans
- Materials & Logistics
- Coordinate ordering and availability of splicing materials
- Support inventory management activities
- Leadership & Continuous Improvement
- Lead complex projects with minimal supervision
- Provide guidance to junior project managers
- Research new tools, technologies, and best practices in fiber splicing
- Additional Responsibilities
- Participate in 24/7 on-call rotation for service restoration
- Ensure adherence to safety standards at all times
- Uphold and promote company brand standards
