What’s The Role

Shell’s success in the U.S. energy market depends on proactive and successful engagement with federal policymakers. As Sr. Advisor, Federal Policy & Advocacy (P&A), you will help to shape and execute strategies that influence federal policy outcomes, protect Shell’s interests, and unlock opportunities for growth.

This senior position requires strong judgment, collaborative behaviors, strategic thinking, strong relationships, and the ability to translate federal policy priorities into S.M.A.R.T. objectives that deliver measurable impact.

As a valued government relations professional supporting a defined portfolio area of issue areas, you will ensure Shell enhances its influence in Washington, D.C., captures federal policy opportunities, and mitigates risk through strategic engagement and policy leadership, while fostering collaboration and knowledge sharing across internal and external teams.

Specifically, this role will be responsible for supporting (and at times, leading) federal policy and advocacy workstreams for Shell's onshore and offshore energy and midstream activities in the U.S. that include: Mobility (retail fuels); low‑carbon fuels (LCF), LCF trading, and renewable natural gas (RNG); chemicals; refining; product stewardship, and recycling. (This portfolio is collectively referred to herein as "Downstream").

This role reports to one of the Leads for Federal P&A within the U.S. P&A team, each managing a distinct portfolio. Together, these Leads report to the Head of U.S. Policy Advocacy and collaborate to advance Shell's federal policy priorities.

Core Accountabilities

  • Develop S.M.A.R.T. objectives in partnership with the lines of business within your portfolio
  • Research federal actions (e.g., regulations, legislation, environmental documents) and synthesize into concise briefs
  • Draft and coordinate technical letters/comments; manage internal reviews and approvals.
  • Engage career officials to clarify policy implications and propose alternatives.
  • Draft statutory language and regulatory comments and provide impact analyses on policies that may impact businesses within your portfolio
  • Engage directly and indirectly with key federal government officials to influence Shell policy priorities and outcomes, including to the U.S. Environmental Protection Agency, Department of Energy, US Department of Agriculture, and other agencies relevant to your portfolio; key congressional committees (Senate Environment and Public Works Committee, Senate Agriculture, Nutrition, and Forestry Committee, House E&C Committee, and House Agriculture Committee); and relevant congressional offices
  • Become a trusted advisor to key federal stakeholders on energy development and energy project permitting policies
  • Quantify commercial impacts and translate analysis into advocacy recommendations
  • Coordinate policy priorities and strategically advise Shell's Mobility, LCF, LCF trading, Refining, Chemicals, and other Downstream businesses
  • Advance Shell priorities within trade association workgroups and subcommittees.
  • Become a trusted government relations advisor to Shell business leaders, and act as a subject matter expert on government relations matters

Success Measures / KPIs

  • Achieve S.M.A.R.T. objectives that are developed in partnership with the lines of business within your portfolio
  • Support advocacy workstreams to advance RFS and LCF program designs that economically enable Shell's business KPIs and achieve clear and workable compliance frameworks
  • Support advocacy workstreams to advance and protect federal year-round E15 legislation by developing partnerships and aligning stakeholders with differing views
  • Monitor and provide policy briefings on federal legislative, regulatory, and policy matters impacting the Downstream portfolio
  • On‑time delivery of draft text and comments; adoption of proposals or risk mitigation.
  • Grow and develop a strong external network of key policymakers, including sr. staff
  • Strength of bipartisan relationships and coalition support, including through trade association workgroups and subcommittees.

Compliance & Ethics

  • Model Shell’s safety, ethics, transparency, and anti‑corruption standards in all federal advocacy activities
  • Ensure full adherence to LDA, FEC, House/Senate rules, agency ex parte protocols, and Shell internal controls
  • Maintain accurate, timely records of advocacy, meetings, deliverables, and expenditures

What You Bring

  • Must have legal authorization to work in the U.S. on a full-time basis for anyone other than the current employer
  • Bachelor’s degree required; advanced degree in law or public policy strongly preferred
  • 7 years working on federal energy and environmental policy matters; proven experience successfully engaging in trade associations and with Capitol Hill/agency politicals on matters impacting energy project development on federal lands and waters and require federal authorizations
  • Strong knowledge of key energy and environmental statutes impacting Shell's Downstream portfolios, such as the CWA, RCRA, CAA, and EPAct 2005 (RFS)
  • Strong understanding of legislative and rulemaking drafting and processes
  • Proven experience successfully engaging with federal government officials (must have legal authorization to lobby federal officials)
  • Existing relationships with relevant career federal agency and congressional staff preferred; relationships with sr. political appointees and sr. congressional staff preferred
  • Experience working with corporations and trade associations required; prior in-house experience for a corporation or trade association strongly preferred

What We Offer

The base salary range for this position is $149,000.00 - $223,000.00, per year. Individual pay will be based on various factors, such as relevant work experience, education, certifications, skill level, seniority, and internal equity.

For regular full-time or regular part-time employees of the Company (participating companies as listed in the Summary Plan Description), insurance coverage options include medical, dental, vision coverage, life Insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs. Employees also participate in a company pension plan and a 401(k) plan. Paid leave includes up to 6 weeks of paid vacation time, up to 11 paid holidays, and parental leave offering 16 weeks of paid leave for birthing parents, and 8 weeks of paid leave for non-birthing parents.

Additionally, employees are eligible for short-term disability leave for up to 26 weeks at 100% or 50% of base pay as well as Long-Term Disability insurance. Shell also offers other compensation such financial reimbursement for adoption, wellness, education, and personal learning expenses, and some roles are eligible for discretionary long-term incentives. For interns, eligible benefits include medical, dental, and vision coverage, life insurance, Business Travel Accident Insurance, and Occupational Accidental Death Benefit programs; participation in a 401(k) plan; and paid leave for up to 11 paid holidays.
