Performs complex professional work planning, directing, organizing, and coordinating accounting, customer service, billing, collections, meter services and purchasing activities and staff, assisting with the preparation and management of the annual budget, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the City Manager. Departmental supervision is exercised over all personnel within the department.
Comprehensive knowledge of general statutes, laws, and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of governmental accounting; ability to interpret Federal, State, and local policies, procedures, laws, and regulations related to municipal finance; thorough knowledge of the principles and practices of a municipal purchasing system; thorough knowledge of the practices, methods, and laws relating to municipal bond financing; skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; ability to evaluate complex financial systems and efficiently formulate and install accounting methods, procedures, forms, and records; ability to prepare informative financial reports; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to communicate effectively in oral and written form; ability to establish and maintain effective working relationships with elected officials, Federal and State officials, Architects, Engineers, local agency directors, County staff, associates, and the general public.To perform this job successfully, an individual must be able to perform each essential function satisfactorily. Salary Information
* $96,433 - $121,506 annually - depending on experience *
- Assists City Manager with development, preparation, implementation, and management of annual budget.
- Plans, organizes, directs, supervises, and oversees the activities and divisions of the Finance department including accounting, customer service, billing, collections, meter services and purchasing.
- Recruits and selects department personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; develops staff schedules.
- Plans, implements, and coordinates the process for budget preparation and review; cooperatively works with other department directors and division managers in monitoring and administration of the City’s annual operating and capital budgets; processes and approves any budget amendments for review as required by budget ordinances.
- Directs the City's debt issuance and management program for the long-term financing of municipal projects and facilities including the timely payment of the City’s debt service obligations and required compliance with various bond and debt covenants and required secondary market disclosures; coordinates with needs of departments.
- Establishes financial and accounting policies and ensures compliance with State and Federal regulations and generally accepted accounting principles (GAAP).
- Assists with management of various City capital projects and facility management of City Hall campus.
- Directs and oversees management of City grant awards.
- Directs investment of City's funds, both idle and operational in accordance with State and Federal guidelines.
- Directs and manages annual financial audit and completion of Annual Comprehensive Financial Report.
- Prepares and reviews various reports for Federal, State, local, and City agencies.
