Under the direction of the Transportation Director, this position serves in a dual capacity as both Highway Engineer and County Surveyor, overseeing roadway design and construction while also maintaining the integrity of the County’s land records and survey infrastructure.

This role blends technical expertise, fieldwork, and leadership—ideal for someone who enjoys both engineering projects and survey operations, and wants to play a key role in shaping the County’s infrastructure.

  • Engineering & Infrastructure

    • Plan, design, and oversee roadway maintenance and reconstruction projects throughout the county
    • Provide technical guidance and recommendations for long-range transportation planning
    • Prepare and review cost estimates for engineering, design, and construction projects
    • Coordinate utility work associated with roadway projects
    • Perform bridge inspections and advise on maintenance, replacement, and regulatory updates
  • Surveying & Land Information

    • Serve as the County Surveyor, ensuring compliance with Wisconsin Statutes (§§ 59.45, 59.73, 59.74)
    • Oversee the preservation of section corners, land records, and survey monuments
    • Direct the Land Information Office and administer the County Land Modernization Program
    • Provide surveying services and expertise to county departments and local municipalities
  • Right-of-Way & Land Acquisition

    • Lead right-of-way acquisition efforts for roadway improvements, including:
      • Relocation orders
      • Deeds and easements
      • Title research and coordination with appraisals
  • Leadership & Collaboration

    • Supervise and coordinate the work of engineering and survey staff
    • Provide consultation and technical support to internal departments and external partners
    • Represent the department at public meetings and communicate with stakeholders
    • Maintain accurate records and prepare reports

Required

  • Bachelor’s degree in Civil Engineering
  • Licensed Professional Engineer (PE) in Wisconsin (or eligible)
  • Registered Land Surveyor certification
  • Ability to maintain required continuing education

Knowledge & Expertise

  • Strong understanding of highway design, construction, and maintenance
  • Knowledge of land surveying principles, practices, and legal requirements
  • Familiarity with engineering cost estimation and project planning

Preferred

  • Bridge Inspector certification
  • Local Program Agent (LPA) certification for real estate acquisitions
  • Work is performed in a combination of office and field environments, including County facilities, roadways, rights-of-way, construction sites, bridges, undeveloped land, and other public and private properties throughout the County.
  • Position requires the ability to lift, carry, push, or pull surveying equipment, tools, materials, and supplies weighing up to approximately 50 pounds, with heavier items moved using team assistance or mechanical aids.
  • Requires sufficient visual acuity to perform precise measurements, read surveying instruments, maps, plans, specifications, and computer displays; color vision and depth perception are required for surveying, mapping, staking, and inspection activities.
  • Hearing and speech sufficient to communicate clearly and effectively with field crews, contractors, consultants, utilities, property owners, public officials, and the general public, including the use of radios and mobile communication devices.
  • Requires the consistent use of personal protective equipment (PPE), including high-visibility apparel, safety footwear, eye protection, and other safety gear, in accordance with County safety policies and work zone requirements.
  • Work hours are generally scheduled during normal business hours but may include extended hours, early mornings, evenings, or occasional weekends to meet project deadlines, construction schedules, regulatory requirements, or field conditions.
