ACCOUNTABILITY
Under the supervision of and accountable to the VP of Lending. Ensure that the credit and collection policies and procedures of the credit union best serve the credit union and its members. Oversee collections staff and provide leadership and guidance. Ensure strict compliance with state and federal credit and collection rules and regulations in all collection practices.
PRIMARY RESPONSIBILITIES
· Ensure that credit and collection policies, procedures, practices, and documentation meet federal and state regulations.
· Assign, monitor, and supervise the workload in the Collections Department to ensure the smooth and efficient flow of work. Always ensure the courteous and considerate interface with members.
· Establish and monitor effective control procedures for late and/or delinquent or potentially delinquent loans. Identify when to charge to reserve.
· On an on-going basis, communicate and monitor the requirements to staff in collections procedures to protect the credit union’s interests and to handle members courteously.
· Train staff on alternative collection techniques to resolve issues positively.
· Review accounts where action beyond routine collection procedures must be approved or implemented. Handle complex situations. Resolve difficult or non-routine member issues.
· Review all billings from attorneys retained for collection work.
· Authorize legal proceedings. Review default notices, surrender notices, bankruptcy procedures, foreclosure notices, etc. for accuracy and completeness.
· Review all accounts that are to be written off as uncollectible.
· Develop and review accurate reporting procedures on collection activities. Prepare and examine reports for senior management and/or the Board.
· Establish and maintain effective employee relations.
· Prepare, implement, and supervise the budget for the department that is consistent with the overall strategic plan and budget of the credit union.
· Evaluate the job performance of subordinates to ensure quality work and service to members.

1. Establishes and maintains effective collection procedures on delinquent loan accounts and charged-off loans to the reserve.
2. Responsible for the accurate accounting and collection of accounts charged off.
3. Supervises and trains staff in collection of delinquent accounts and evaluates their performance for effective staff procedures.
4. Collects delinquents, NSF checks, NSF ATM withdrawals and overdrawn accounts.
5. Assigns delinquent accounts for legal action.
6. Acts as the credit union representative dealing with attorneys, Small Claims Court, auto repossessions, collection agencies, Chapter XIII and Bankruptcy Court, as required.
7. Responsible for the proper legal repossession of collateral securing a delinquent loan, of the upkeep of that collateral while in the credit union’s possession, and the legal disposition of that collateral in the best interest of the credit union and for the accurate maintenance of all such records as may be required to support his activities.
8. Contacts delinquents over 30 days past due.
9. After reviewing with the President or Vice President of Lending, recommends and lists the accounts to be charged off for the Board approval.
10. Forwards the charge-offs to the outside collection agencies and reassigns when their status justifies.
11. Reviews charge-offs returned for possible collectability.
12. Offers suggestions for improved loan policy and collection procedures.
13. Reviews and classifies all delinquent accounts monthly with the President or Vice President of Lending to determine our provision for loan loss.
14. Processes and provides reports for accounting department, such as TDR, allowance for loan loss, branch break down, reserve, quarterly report, dealership charge off report, extension report and charge off recovery report.
15. Supplies all delinquent reports required by management, NCUA and the State.
16. Communicates with the Vice President of Lending on any exceptions to the collection policy
17. CPI – collateral protection.
18. Must demonstrate commitment, dependability and respect for other employees with regular attendance, punctuality and adherence to agreed-upon schedule of availability.
19. Other duties as assigned.
Education/Experience:
Associate degree in business related field plus 5 years’ collection experience in business required.
Competencies:
· Experience in financial setting in collections and supervision.
· Knowledge of Federal and State Bankruptcy laws and collection procedures.
· Knowledge of credit union policy and procedures.
· A cooperative, positive attitude in relations with members and other employees.
· Demonstrated knowledge of mathematical concepts including computation rates, ratios, percentages, averages and reconciliation.
· Ability to interpret instructions furnished in written, oral, diagrammatical, or schedule form.
· Ability to use personal computers and Microsoft Office.
· Ability to communicate clearly and concisely.
· Ability to interact effectively at all levels and across diverse cultures.
· Ability to be an effective team member and handle projects responsibly.
· Ability to write original correspondence.
· Planning, organizing, and project coordination skills.
