The Project Manager (Northern California) will build client relationships, lead project teams, and mentor field/lab personnel for the Northern California region. This position blends leadership with hands-on project management. The ideal candidate is a seller/doer who can identify, bid, win, and manage complex projects comprising of soils, concrete, and HMA. This role requires a strong understanding of state, federal, and local quality control testing and inspection processes on heavy civil projects such as bridges, roads, and other public works infrastructure. The successful candidate will bring technical depth, leadership experience, and strong financial management skills to ensure project excellence and client satisfaction.
Key Responsibilities
Project Manager
- Develop project scopes
- Manage budgets
- Close out projects
Client & Team Leadership
- Serve as the main point of contact
- Build client relationships
- Oversee project execution, QC/QA processes, and coordination with clients and contractors
- Lead project teams
- Mentor field/lab personnel
Quality Assurance
- Ensure compliance with ASTM, AASHTO, Caltrans, and Federal test methods
Business Development
- Act as a seller/doer—identifying, bidding, winning, and managing key regional projects
- Review proposals
- Negotiate contracts
- Represent RMA at industry events, associations, and community engagements
Knowledge, Skills & Qualifications
Education & Experience
- 10 years of progressively responsible experience in heavy civil construction management.
- Bachelor’s degree in Construction Management or Civil Engineering, or in lieu of a degree, equivalent experience in heavy civil or materials testing project management will be considered.
Technical Expertise
- General knowledge of heavy civil projects: bridges, roads, and public works.
- Strong understanding of Caltrans specifications and requirements
- Experience with HMA and Concrete paving projects
- Understanding of QC testing and inspection processes for earthwork, concrete, and HMA.
- Ability to read and interpret plans, specifications, and testing requirements.
Leadership & Communication
- Strong leadership and mentorship skills with the ability to manage multidisciplinary teams.
- Effective, charismatic verbal and written communication skills to foster strong client and team relationships.
- Ability to lead meetings, resolve conflicts, and build consensus.
Analytical & Organizational Skills
- Strong problem-solving and analytical reasoning abilities.
- Proven capacity to manage multiple priorities, create and maintain schedules, and stay organized under pressure.
- Competent in business math, budgeting, and financial oversight; knowledge of geometry, algebra, and physics for volume, area, and tonnage calculations.
Technology
- Proficient in Microsoft Office Suite (Word, Excel, Outlook, Teams, Project).
- Ability to learn and implement new software and technologies as adopted by the firm.
Licenses & Certifications
- Valid California Driver’s License with a clean driving record required.
- PE (Civil) license or relevant certifications (ICC, AWS, NICET) preferred but not required.

Salary : $140,000 - $190,000
