Building Inspector & Zoning Officer

General Purpose: Under general supervision, the Building Inspector shall direct and enforce the provisions of Act 45, the Uniform Construction Code. Shall receive applications, review construction documents and issue permits for erection and alteration of buildings and structures. Candidate will inspect the premises for which such permits have been issued and enforce compliance with the provisions of the code as well as issue all necessary notices and orders to ensure compliance with the building code.

The Zoning Officer shall administer the Code of the Township of Shaler. All building permits are submitted to the Zoning Officer for review and approval for code compliance. Issue all certificates of zoning compliance and use registration certificates and make and maintain records thereof. Conduct inspections of buildings, structures and uses of land to determine compliance with the code and maintain records thereof. [High grass, illegal dumping, garbage etc]

PRIMARY DUTIES AND RESPONSIBILITIES:

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position specific duties.

  • Inspects residential and commercial buildings being constructed, altered, repaired or demolished to assure compliance with applicable codes, ordinances and regulations; examines plans and blueprints for compliance with building & zoning codes.
  • Reviews plans and specifications of projects to gain familiarity with the projects prior to inspection; performs field inspections to evaluate the work performed and materials used; verifies quality of workmanship, quality of materials used, and compliance with plans, specifications.
  • Investigates alleged violations of building, zoning and property maintenance codes; inspects property sites for conformance with regulations, interprets building and zoning codes, and issues citations and notices of violations.
  • Maintains and updates inspection records, project documentation and files; performs special projects and functions, including fire and safety investigations and pest extermination.
  • Coordinates inspection work with other Township departments and public agencies.
  • Supervises assigned staff.
  • Operates a variety of specialized equipment and hand tools in accordance with all safety regulations and procedures.
  • Performs other duties as assigned or required.

Necessary Knowledge, Skills and Abilities:

  • Knowledge of Federal, State and local building, zoning, housing and safety laws, rules, ordinances, codes and regulations.
  • Knowledge of Township organization, operations, policies and procedures.
  • Knowledge of the Pennsylvania Uniform Construction Code, and related state and local regulations.
  • Knowledge of the principles and practices of the construction industry and building trades, and building construction methods and materials
  • Knowledge of the principles and practices of building inspection and plan review.
  • Knowledge of the principles of record keeping and records management.
  • Knowledge of land use regulations and zoning codes.
  • Skill in interpreting and applying building, zoning and safety statutes, rules, ordinances, codes and regulations.
  • Skill in conducting inspections and investigations.
  • Skill in detecting substandard materials and workmanship.
  • Skill in recognizing dangerous/hazardous conditions and the ability to recommend & approve remedial corrections.
  • Skill in effective communication, both verbal and writing.
  • Skill in establishing effective working relations with other Township staff.
  • Skill in operating a personal computer utilizing a variety of software packages.

Special Requirements: Must possess Commonwealth of Pennsylvania Driver’s License; International Conference of Building Officials (ICBO)/International Code Council (ICC) certifications as Building Inspector are required and Building Plans Examiner (is preferred); Additional technical training and certifications may be required. May be exposed to traversing difficult terrain and building conditions.

Physical Demands/Work Environment: Work is performed in internal and external environments with exposure to inclement weather and varying temperatures.
