The Chief Engineer leads the company's Facility Management Plan administration, design document oversight, asset management data processes, and a variety of special projects. This role involves maintaining the company's short and long term asset management and capital planning frameworks and performing various technical analyses to support key decision making and drive project outcomes.
This role provides essential technical analysis and compliance support to the Senior Leadership Team, the Independent Engineer, and TxDOT. Responsibilities include preparing engineering analyses and evaluating design and operational alternatives, and leading coordination of design activities across disciplines. As a core technical resource for the company, this role provides critical insights and robust support for optimal operational and capital decision-making.
Key Responsibilities
Asset Management Business Intelligence
- Manage annual pavement inspection program, including subconsultant oversight and interpretation of results
- Manage bridge inspection program, including subconsultant oversight and interpretation of results
- Develop forecasts of maintenance and capital needs using inspection data, asset condition trends, and life-cycle cost analysis
Advance Project Development
- Lead project scoping and requirements definition for capital and maintenance projects
- Develop or procure and manage consultants for preliminary engineering deliverables including plans, specifications, and estimates
- Scale direct performance versus consultant-led delivery based on project complexity and internal capacity
Traffic Engineering
- Conduct signals and traffic control device warrant studies
- Develop and implement traffic safety initiatives
- Perform 10-50 reviews and other operational traffic assessments
Third-Party Developer Coordination
- Manage capital project change orders and developer coordination for major initiatives
- Oversee major commercial access submittals including traffic impact analyses, hydrology and hydraulics review, and donation agreements
- Oversee minor commercial access submittals, typically requiring technical memoranda for traffic and H&H
- Review residential access and driveway permit requests with staff augmentation support
- Review and approve utility accommodation requests with staff augmentation support
Quality Program Management
- Administer document control processes including change control and maintenance of the effective document register covering the FCA and amendments, Facility Management Plan, subsidiary or independent QMPs, and other contract documents
- Oversee record control processes for storing and safeguarding records generated under the FMP and related processes, including inspection reports, KPI reports, operational and project reports, budgets, and personnel records
- Lead quality assurance activities including vendor qualification, personnel training and certification tracking, and verification that functional areas implement appropriate quality controls
- Conduct auditing and compliance reviews to verify processes are followed, records are generated and maintained, and outcomes meet or exceed contractual and regulatory requirements
- Drive continuous improvement by incorporating feedback from successes and failures and revising policies and procedures accordingly
Qualifications
Required
- Bachelor's degree in Civil Engineering or equivalent
- Texas Registered Professional Engineer (PE) license
- Minimum five (5) years of experience in design and construction of transportation or infrastructure projects, including experience managing engineering for projects with a construction value exceeding $13 million
- Knowledge of quality control and quality assurance plan content and structure; experience on projects executed under a Quality Control Plan
- Experience coordinating design activities in a design/build delivery environment
- Strong analytical, technical writing, and organizational skills; ability to manage multiple concurrent workstreams under regulatory and contractual deadlines
- Experience in management reporting including planning, development, and performance tracking
