Position Summary:
The Chief Information Officer (CIO) provides strategic leadership, vision, and direction for all technology-related functions within the agency. This executive role is responsible for aligning IT initiatives with the agency’s mission, ensuring secure, reliable, and resilient technology environments, and delivering innovative, cost-effective solutions that support public service objectives. The CIO oversees enterprise modernization, cybersecurity, and digital transformation efforts across the agency.
Key Responsibilities
1. IT Strategy & Governance (Top Skill Set #1)
- Develop and implement the agency’s comprehensive IT strategy, policies, and procedures.
- Ensure alignment with statewide technology standards, agency goals, and long-term mission priorities.
- Establish and maintain IT governance and risk management frameworks that support continuity, compliance, and operational excellence.
2. Planning, Budgeting, & Execution (Top Skill Set #2)
- Lead the planning, budgeting, and execution of all technology programs and initiatives.
- Ensure adherence to state and federal regulatory requirements and financial policies.
- Oversee technology procurement, vendor management, and contract compliance in accordance with state purchasing rules.
3. Collaboration & Executive Partnerships (Top Skill Set #3)
- Collaborate closely with executive leadership, program directors, and cross-agency partners.
- Promote shared services, integrated solutions, and enterprise-wide technology consistency.
- Communicate IT priorities, risks, and outcomes to stakeholders, governing bodies, and leadership teams.
4. Technology Operations & Modernization
- Oversee all IT operations, including infrastructure, applications, cybersecurity, and data management.
- Ensure high availability, performance, and security of enterprise systems and services.
- Drive digital modernization initiatives, including:
- Cloud migration

- Data analytics and business intelligence advancements

5. Cybersecurity & Risk Management
- Oversee cybersecurity programs to ensure compliance with state and federal security standards.

- Lead incident response planning, security audits, and continuous security improvement efforts.
6. Leadership & Workforce Development
- Manage IT staff, ensuring effective leadership, mentorship, and professional development.
- Build a culture of innovation, accountability, and continuous improvement across the IT division.
- Guide organizational change related to new technologies, processes, and digital initiatives.
