Position Summary 

  • The Program Coordinator plays a critical leadership role in establishing, organizing, and launching the Sioux Falls School District’s operational framework for the Education Freedom Tax Credit federal program (effective January 1, 2027). Under tight implementation timelines set by the federal government, this position is responsible for monitoring emerging federal regulations, designing internal administrative processes, and leading proactive community and staff outreach. The position relies heavily on exceptional relational capabilities and transparent, accessible writing to ensure our staff, families, and community members fully understand and benefit from available educational funding.
  • The District seeks to hire up to two half-time (or close to half-time) program coordinators.  Candidates working half-time, (.50 FTE/20 hours per week) are eligible for fringe benefits including health, vision, dental, life, disability, SD Retirement System, and paid leave.

 


 REQUIREMENTS

EDUCATION LEVEL:

Bachelor’s Degree

EXPERIENCE DESIRED:

Minimum of 3–5 years of progressive experience in leadership, public outreach, program development, or administrative coordination. Demonstrated success in translating complex federal, state, or policy mandates into user-friendly, public-facing documentationt

PHYSICAL REQUIREMENTS:

Constant hand-eye and mind-eye coordination and hearing, as well as intermittent speaking, standing, walking, keyboarding, and writing

OTHER REQUIREMENTS:

Relational Skills: Strong interpersonal skills with a proven track record of building positive, collaborative relationships across diverse stakeholder groups, including district administrators, teaching staff, school board members, and community families.

 

Communication Mastery: Outstanding oral and written communication skills and ability to compose clear, warm, concise, and jargon-free informational materials for non-technical audiences.

 

Adaptability & Initiative: Self-directed worker comfortable navigating fluid environments, fast-moving regulatory updates, and tight deadlines.

 

Accuracy in Data Management: Ability to collect, manage, interpret and effectively use data to fulfill the needs of this position.


ESSENTIAL FUNCTIONS & DUTIES 

 

1. Regulatory Analysis & Program Setup

  • Monitor, analyze, and track emerging federal and state administrative guidelines, administrative rules, and compliance criteria for the Education Freedom Tax Credit program.
  • Design and implement internal district protocols to handle scholarship distributions, expense verification (e.g., tutoring, technology, special services), and recordkeeping.
  • Collaborate with district financial, legal, and student services departments to align new processes with existing district policy.

2. Communication & Document Development

  • Write, design, and maintain clear, accessible guidance materials (handbooks, FAQs, visual one-pagers, web content, and guides) for district staff, parents, and community partners.
  • Translate complex tax credit mechanics into simple, actionable steps for public school families seeking supplemental educational funding.
  • Prepare regular executive updates and brief reporting documents for the Leadership Team and the Board of Education.
  • Track donations, which will include ensuring the processing of donations, timely receipt of donations to the donors, financial reconciliation with the finance department and the tracking of gift designation if noted to maintain the integrity of the program and donations.
  • Completion of federal and state reporting as needed on an annual basis.

3. Outreach & Stakeholder Engagement

  • Act as the district’s primary point of contact for staff and public inquiries regarding the Education Freedom Tax Credit program.
  • Plan and facilitate informational workshops, Q&A sessions, and briefings for
    • School staff and related groups including counselors, principals, teaching staff, support staff and parent-teacher organizations.
    • Community members from businesses, civic groups, faith based organizations and other entities within our community that will be able to participate in this program.
    • Retirement groups or any other individuals that pay federal taxes.
  • Cultivate relationships with local certified Scholarship-Granting Organizations (SGOs) and community service providers to maximize opportunities for Sioux Falls families.
  • Effectively prepare processes and then communicate those processes with the public including parents, community members and businesses to take full advantage of the Education Freedom Tax Credit Program for the SFSD

4. Professionalism & Support of District Goals

  • Maintain strict confidentiality regarding student records and program applications in compliance with District policies and federal law.
  • Support the overall mission and strategic goals of the District.
  • Perform other program-related duties as assigned by District leadership.

PAY INFORMATION

Pay Day: Last working day of each month.

Half-time (.50 FTE) position, starting at $48,301 annually


HOURS & FTE

Monday through Friday

11 months each year.
