This vacancy is for a GS-0346-9/11, Logistics Management Specialist located in the Department of Homeland Security, U.S. Coast Guard, SFLC SB ASSET COMPUTERIZED MAINT SYS SEC-SFLC-SBPL-ENG-ACMS in BALTIMORE, Maryland.

Qualifications:

Applicants for the GS-9 grade level must possess at least one full year of experience (equivalent to at least the GS-7 level in the Federal Service) serving as a Logistics Management Specialist responsible for working closely with the location's management team to efficiently and effectively carry out all general logistics operations, such as shipping and receiving, property, port services, vehicle management, and mail services. OR, or 2 full academic years of progressively higher level graduate education, or a masters or equivalent graduate degree.

Applicants at the GS-11 level must have 1 year of specialized experience equivalent to the GS-09 grade level in the federal service. Examples of specialized experience include: Knowledge of property regulations and laws and standard inventory management principles. Knowledge of the Coast Guard Property Management Program in order to properly oversee and administer the program. Thorough understanding of inventory management principles and systems. Experience with using property management database. Knowledge of postal regulations and regulations pertaining to the transportation of goods and handling of hazardous materials in order to manage a warehouse. Knowledge of Coast Guard Message System in order to receive, process, and reply to vessels. Knowledge of basic services typically requested by various vessels at pier and knowledge of the command organization in order to coordinate services.

Candidates at the GS-11 level may also meet the additional requirement through substitution of education for experience as follows: 3 full academic years of progressively higher-level graduate education or Ph.D, or equivalent doctoral degree is required. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. NOTE: The Defense Acquisition University (DAU) does not grant.

For GS-09

  • Resume reflects at least one year of experience at the GS-07 level or one level below keeping small boat configuration and maintenance procedures up to date in an IT system.

For GS-11

  • Resume reflects at least one year of experience at the GS-09 level or one level below researching parts or replacement for small boat equipment independently.
  • Resume reflects at least one year of experience at the GS-09 level or one level below performing tasks in parts inventory and procurement IT systems independently.
  • Resume reflects at least one year of experience at the GS-09 level or one level below keeping small boat configuration and maintenance procedures up to date in an IT system independently.

Responsibilities:

You will serve as a Logistics Management Specialist and be responsible for managing logistical functions and is responsible for routine property accountability functions at the location.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Providing guidance to staff personnel on the full range of logistics services.
  • Serving as a source of corporate knowledge and continuity among rotating military members.
  • Providing technical direction to military and civilian personnel assigned to the division and coordination of various activities for which they are responsible. Provides interface between the command and tenant staff elements.
  • Developing, initiating, and implementing administrative policies and procedures for assigned areas of responsibility.
  • Working closely with location and area management officials to ensure logistics needs of the customer are achieved.
  • Integrating management needs with the general business processes of the location. As required, discusses pertinent issues with tenant command staffs to determine impact on current operations and logistics support.
  • Serving as the primary contact for all logistics services.
