This position is for applicants within the local commuting area, 50 mile radius of Baltimore, Maryland.
Qualifications:
To qualify at the GS-13 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.
- Resume must show general knowledge of Operational Technology On Surface Assets.
- Resume must show in depth knowledge of the Risk Management Framework.
NOTE: Education cannot be substituted for experience at this grade level.

Responsibilities:
You will serve as a Management and Program Analyst and be responsible for developing, reviewing, analyzing, standardizing and evaluating managerial policies and procedures related to programs, and systems.

- Planning and coordinating development, consolidation, review and approval of programs and budgets to support projects, programs and systems in the assigned program areas.
- Anticipating major problems, recognizes future needs and develops policies, standards, procedures and guidance.
- Identifying, verifying and assessing causes and methods for resolution of problems or impediments affecting the program.
- Developing practical, reliable, time sensitive and cost-effective recommendations for accomplishing team and individual projects and special tasks; and develops and adjusts the concept, methodology work plan and milestone schedules.
- Proposing and planning specific actions to develop management information required to monitor programs.
- Preparing charts, reports, formal and informal summaries and narratives which provide the basis for performance evaluation.
Salary : $121,785
