The primary purpose of this position is to install, maintain, repair, and modify large/complex Heating/Cooling systems (includes heating boilers, single fuel power boilers, steam heating boilers systems), ventilation, air conditioning and refrigeration (HVAC/R) systems.

Qualifications:

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 INDUSTRIAL EQUIPMENT MAINTENANCE GROUP. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of an AIR CONDITIONING EQUIPMENT MECHANIC without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of the principles and theories of air conditioning and refrigeration and properties of refrigerants to understand the construction and operation of a variety of large industrial and commercial refrigeration and A/C systems. Ability to test, troubleshoot, calibrate, or repair HVAC electric, electronic and direct digital controls (DDC) systems.
  2. Knowledge of mechanical and electromechanical principles to inspect, install, test, maintain, and repair power heating systems and associated auxiliary equipment which use natural gas or liquid propane for steam or hot water production and distribution.
  3. Knowledge of environmental, safety and security regulations, practices, and procedures; regulations and policies related to records maintenance and documentation. Ability to read and interpret instructions, blueprints, schematics, building diagrams, and manufacturer technical manuals to maintain difficult balances of a variety of highly complex HVAC/R controls, consisting of electric, electronic, and direct digital controls (DDC) systems.
  4. Skill in the use of measuring instruments such as gauges, multimeters, recorders, analog/electronic displays and computer-generated data to determine operational status and make necessary adjustments.
  5. Skill in dismantling, repairing, and reassembling pumps, impellers, compressors, chillers, receivers, and evaporators to include balancing, aligning, and maintaining turbines, pumps, generators; troubleshooting complex problems on large projects; and applying prescribed test procedures.
  6. Skill in using hand tools, portable power tools, and a wide variety of test equipment including special tools, such as electronic manifold gauges, acetylene torch, ammeters, electronic leak detectors, vacuum pump, flow hood and hydronic manometer.
PHYSICAL EFFORT: Carrying parts and equipment weighing up to 50 pounds is frequently required. Hoists, holders, and pulleys are utilized when removing large units. Ladders, scaffolding, and platforms are utilized to reach high up or hard to reach areas where equipment is located. Stooping, stretching, bending, and kneeling is required for long period of time to carry out the regular and recurring work.

WORKING CONDITIONS: The employee will work more outside on top of tall buildings, in drafty attic spaces, and in areas with low overhead clearance. Face masks and protective clothing may be worn to reduce the possibility of exposure to toxic refrigerants or other conditions. Refrigerants are used in larger quantities at this level due to the larger size of the systems which increases the amount of exposure when making repairs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities:

- Performs pretest, operational (functional), and final testing; final tuning; alignment; and/or calibration of highly complex Operation Mechanical Control System (OMCS) electronic systems, industrial electronic controls, pneumatic components, Hydraulic loading equipment, and/or subassemblies and Preventative Maintenance (PM).
- Troubleshoots, repairs, and maintains a variety of large commercial and industrial refrigeration and air conditioning systems and supporting equipment for multiple structures such as large office buildings, warehouses, communication centers, link training rooms, and other areas with sensitive equipment, and complex problems requiring in depth knowledge and judgment to locate malfunctions.
- Installs, modifies, overhauls, repairs, and maintains a variety of heating systems, single and duel fuel boilers, and associated auxiliary pollution control equipment.
- Performs preventive maintenance on HVAC systems and equipment and electronic control systems to include disassembly, cleaning, reassembly, and calibration. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
- Plans and lays out work from electrical and electronic block diagrams, wiring diagrams, schematics, and technical orders for large complex commercial and industrial systems and supporting equipment used to condition air in warehouses, and large office buildings and mission critical assets.
