Summary: The Talent and Development Manager provides leadership and strategic direction for workforce talent development programs, including On-the-Job Training (OJT), apprenticeships, and employer upskilling initiatives. This role supervises Talent Development Specialists and related staff, ensuring compliance with workforce guidelines, quality case management, and successful training outcomes for participants. The manager serves as the primary liaison with employers, training providers, and workforce partners to expand opportunities for skill development and career advancement while ensuring that program goals align with regional workforce priorities.

Key Responsibilities

Program Oversight & Leadership

  • Supervise and guide Talent Development Specialists and related staff, ensuring effective case management, participant coaching, and employer engagement.
  • Oversee OJT, apprenticeship, and customized training programs from enrollment through completion.
  • Ensure documentation, eligibility screening, and reporting are completed accurately and timely in TWIST, WorkInTexas, and DocuWare.
  • Monitor progress toward contractual benchmarks and implement corrective actions when needed.

Employer Engagement & Training Partnerships

  • Build and maintain strong relationships with employers, community colleges, and training providers.
  • Collaborate with businesses to design training programs that support upskilling, retention, and career pathways.
  • Conduct regular employer follow-ups to address training needs, resolve issues, and evaluate program satisfaction.

Compliance & Performance Monitoring

  • Ensure program compliance with federal, state, and workforce board requirements.
  • Review reimbursement requests, contracts, and procurement documentation for accuracy.
  • Track and report outcomes, including participant completions, promotions, and long-term retention.

Strategic Planning & Continuous Improvement

  • Identify opportunities to expand training initiatives in alignment with labor market demand.
  • Recommend improvements to employer services, training models, and program processes.
  • Support budget planning, procurement, and allocation of resources for training services.

Minimum Qualifications

  • Bachelor’s degree in business, workforce development, human resources, or related field (Master’s preferred).
  • Minimum 5 years of experience in workforce development, training program management, or employer engagement.
  • At least 3 years of supervisory experience.
  • Strong knowledge of OJT, apprenticeships, and workforce training models.
  • Excellent leadership, communication, and organizational skills.
  • Proficiency in Microsoft Office and workforce systems (e.g., WorkInTexas, TWIST, DocuWare).

SPECIAL REQUIREMENTS:

1. Must possess and provide a valid Texas Driver’s License and Automobile Liability Insurance as required by the State of Texas.

2. Must have access to reliable transportation in order to travel within service area.

1. PHYSICAL DEMANDS: While performing duties of the job, employee is occasionally required to stand; walk; sit; for long periods of time. Employee must be able to drive for extended periods of time. Employees must occasionally lift and /or move up to 25 pounds, must be able to set up display area.

2. WORK ENVIRONMENT: Fast-paced, demanding both, physically and mentally, and in constant communication.
