Position Summary

The Assistant Director of Workforce Operations provides leadership, oversight, and strategic direction for the daily operations of SERCO-operated Workforce Centers. This role ensures the effective delivery of client services, achievement of performance goals, and compliance with all applicable federal, state, and local regulations. The Assistant Director partners closely with the Operations Director to align operational execution with organizational priorities, while fostering staff development, strengthening partnerships, and driving continuous improvement.

Key Responsibilities

Operational Leadership & Service Delivery

Oversee daily workforce center operations to ensure efficient, compliant, and customer-focused service delivery. Maintain a high standard of service for job seekers, employers, and community partners while ensuring all service areas are fully operational and aligned with One-Stop system expectations. Monitor performance outcomes and implement strategies to meet or exceed program goals.

Staff Leadership & Development

Supervise, coach, and develop management and frontline staff across multiple functional areas, including career services, intake/eligibility, and business services. Promote accountability, professional growth, and cross-functional collaboration. Ensure appropriate staffing levels and support team effectiveness through training and development initiatives.

Compliance & Quality Assurance

Ensure adherence to all governing regulations, including WIOA, TWC, DOL, USDA, and other applicable agencies. Conduct routine internal reviews and audits to maintain compliance and operational integrity. Address risks proactively and ensure documentation and reporting meet required standards.

Strategic Alignment & Project Integration

Collaborate with the Operations Director to align operations with strategic and contractual goals. Support the integration of initiatives into daily operations and provide insight to improve planning, execution, and performance outcomes. Assist in developing and implementing operational and business plans.

Stakeholder & Community Engagement

Build and maintain strong relationships with community organizations, employers, and workforce partners. Support outreach, recruitment, and marketing efforts to increase program visibility and engagement. Represent SERCO in community initiatives and workforce development efforts.

Performance Management & Continuous Improvement

Utilize data and performance metrics to identify trends and opportunities for improvement. Develop and implement strategies to enhance service delivery and outcomes. Lead continuous improvement efforts and support evaluation processes, including customer and partner feedback mechanisms.

Financial & Resource Management

Support management of operational budgets and ensure effective allocation of resources, including staff, technology, and facilities. Collaborate with leadership to maintain cost efficiency while supporting operational effectiveness.

Change Management & Organizational Support

Support implementation of organizational changes, including new processes, systems, and initiatives. Ensure smooth transitions while maintaining operational stability and providing clear communication and training to staff.

Education & Experience

Bachelor’s Degree from an accredited college or university in Business Administration, Public Administration, Social/Behavioral Sciences, or a related field required.

A minimum of five (5) years of progressive leadership experience in workforce development, human services, or a related field is required. Experience managing staff, overseeing operations, and working within federally or state-funded programs is strongly preferred.

Working knowledge of WIOA, Texas Workforce Commission (TWC) regulations, and other applicable workforce legislation is highly desirable. 

Knowledge, Skills & Abilities

Strong leadership and team development capabilities with the ability to drive accountability and performance. Excellent communication and relationship-building skills. Demonstrated ability to analyze data, manage multiple priorities, and implement effective solutions. Knowledge of compliance standards and regulatory requirements within workforce or similar environments is preferred.

Additional Requirements

Must possess a valid Texas Driver’s License and maintain required automobile liability insurance. Must have access to reliable transportation and be able to travel within the service area as needed.

Work Environment & Physical Demands

This position operates in a fast-paced, high-demand environment requiring frequent communication and coordination. The role requires the ability to sit, stand, and travel for extended periods. Occasional lifting of up to 25 pounds may be required.
