Primary Purpose
The Environmental Advisor - Water and Waste Management (EA-WWM) is responsible for performing and/or overseeing environmental tasks and implementing programs, policies, procedures, and processes in support of the Port Arthur LNG (PALNG) terminal facility's environmental compliance strategies. The EA-WWM maintains a strong working knowledge of water and waste-focused environmental regulations, permitting processes and how current and future regulations may impact operations.
The EA-WWM is responsible for preparing monthly, quarterly, and annual compliance reports and compliance certifications. The role manages the site waste handling contractors, ensures required sampling is performed, and oversees routine budget reconciliation and budget approval tasks. Investigates potential deviations and non-compliance with the site water discharge permit conditions, the SPCC Plan, and the SWPPP.
Duties may include regulatory applicability or permit amendment determinations, performing plan updates, managing water sampling/monitoring schedules and records, and ensuring all waste manifests and profiles are developed and maintained. Developing and conducting environmental training, auditing, providing technical guidance to business units, preparation of presentations and technical reports, and interpretation of data.
EA-WWM reports directly to the Environmental Superintendent and will primarily be located at the PALNG site. Occasional travel to Contractor's offices or HCOE may be required.
Duties and Responsibilities
- Support the Environmental Superintendent with accomplishing various tasks related to documentation, reporting, routine sampling/inspections, emergency response and participating in and overseeing environmental recordkeeping.
- Perform and support data entry into compliance management system and assist in development and maintenance of system sustainability programs as requested. Support the maintenance and operations teams by maintaining data needed to provide timely status reports and testing support for stormwater outfall permit/regulatory requirements.
- Conduct and/or oversee environmental testing and data collection required to comply with all Federal, State, and local environmental regulations, permits, and conditions/requirements.
- Provide oversight and training to ensure compliance with the requirements of applicable permits, rules, regulations and other best practices. Generate water and waste compliance reports and performance analysis. Performs oversight of site SPCC and SWPPP program compliance.
- Support response and remediation efforts involving minor spills and ensure notifications for environmental incidents/releases are made per regulation.
- Attend and participate in internal and external audits.
- Conduct/participate in investigations of environmental incidents, and root cause analysis of environmental issues.
- Inform and update Environmental Superintendent of any deviations related to permitting conditions or environmental performance. Seek continuous improvement in alignment with Sempra Infrastructure and facility performance goals.
- Maintain a constant presence of environmental stewardship by always observing site conditions, awareness of local wildlife in the area, and enforcing good housekeeping practices throughout terminal facilities.
- Performs other duties as assigned (no more than 5% of duties).
Education
- Bachelor's degree in environmental engineering, Environmental Science, other applied sciences, or related field experience or an equivalent combination of education and experience. Required
Experience
- 5 years of Progressive experience in wastewater/stormwater protection program management and compliance and/or progressive experience in waste handling and disposal in support of LNG, gas processing, refinery, or petrochemical facilities.
Knowledge, Skills and Abilities
- Possess an understanding of applicable federal, state, and local environmental laws, regulations, codes, standards, and permits required to construct and operate LNG terminals.
- Possess a knowledge of sampling/monitoring techniques, compliance, reporting, and program management.
- Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
- Organized and able to manage multiple and complex activities and programs timely and with a high degree of accuracy.
- Possess extensive experience in meeting project goals and objectives utilizing forward looking approach.
- Exceptional written, verbal, and interpersonal communication skills.
- Possess basic knowledge and understanding of regulatory agency requirements with some regulatory interpretation and application skills.
- Possess extensive knowledge and proficiency in the use of Microsoft Office Suite (i.e., Word, Excel, PPT, Visio) to convey information with clarity through presentations and reports.
Licenses and Certifications
- CPR, First Aid certified, or can obtain certification, and have knowledge of emergency procedures. Maintain valid certifications and training required to support job functions as applicable. Preferred
- Transportation Worker Identification Credentials (TWIC) or ability to obtain. Required.

Other Physical Demands
- Walking Up & Down Slopes and on uneven surfaces.
- Must be able to climb stairs and ladders that ranges from 4 ft to 200 ft.
- Must be able to wear safety equipment such as safety harness, respirator and other protective equipment as needed to perform job.
Other Working Conditions

- Willing to be on call, work outside normal business hours as required and handle emergency response responsibilities.
- Willing to travel for trainings and/or meetings as required.
