Leads major construction project planning, resourcing, staffing, supply and subcontract management, progress reporting, troubleshooting and people management. Develops assignments, timetables and responsibilities for team members. Identifies, prepares and obtains regulatory approval for combined construction and operating licenses (COL), early site permits (ESP), and other permits required by industry regulatory agencies and state and/or local governments for the construction and operation of facilities. Ensures that materials and equipment resources are delivered on time. Interfaces between the project team, construction site and management.

Duties and Responsibilities
Leads the planning, execution, and oversight of major construction projects, ensuring alignment with organizational objectives, scope, schedule, and budget.
Develops and implements strategies for resource allocation, subcontractor management, and procurement to support timely and cost-effective project delivery.
Leads risk management activities, identifying potential issues and executing mitigation plans to minimize impact on project performance and business outcomes.
Oversees compliance with regulatory requirements, safety standards, and quality assurance protocols throughout all phases of construction.
Prepares and presents detailed technical reports, progress updates, and recommendations to leadership and key stakeholders to support informed decision-making.
Negotiates complex contracts and manages vendor relationships to ensure adherence to performance standards and contractual obligations.
Drives continuous improvement initiatives by analyzing project performance data, identifying trends, and implementing innovative solutions to enhance efficiency and reduce costs.
Performs other duties as assigned.
Education
Typically requires a 4 year degree in a relevant field, or equivalent combination of relevant education and experience.
Experience
Typically requires 10 years of related experience.
