Exercises the procurement authority delegated to this position by the Board of County Commissioners through the Procurement Code and procedures. Responsible for the Centralized County-wide procurement of supplies, materials, equipment, construction and services required by the County in a professional manner to provide effective customer service in the acquisition of these commodities and services at the best value.

**Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description.

Exercises the procurement authority delegated to this position by the Board of County Commissioners through the State Statutes, Procurement Code and procedures.

Maintains responsibility for pre- and post-award functions, including participating in or conducting evaluations and negotiations and conducting detailed analyses for a variety of multi-million dollar contracts for Professional Services under the Consultants Competitive Negotiations Act (CCNA), horizontal and vertical construction projects and additional services.
 
Provides procurement guidance and support to internal and external clients and ensures compliance with policies, procedures and state statutes. Trains and assists internal clients on the Seminole County Financial System (JD Edwards).  Uses VendorLink software for the procurement management of the vendor database, solicitations, tabulations, and contract management.
 
Ensures that construction procurement bid schedules are properly structured, prepares solicitation, determines sources to be solicited, conducts pre-bid conferences, performs price analysis to determine fair and reasonable prices, assist in the processing of protests, determines the responsiveness of bids, determines the responsibility of the low bidder based on an analysis of financial and technical information gained during the pre-award survey, and awards or recommends award of the contract.
 
Plans the procurement milestone action with technical and legal personnel for negotiated procurements. Provides guidance in the development of the statement of work, determines the type of contract best suited to the requirement, and develops special clauses and terms and conditions applicable to the solicitation.  Complies with the Consultant's Competitive Negotiation Act (CCNA); Florida Statutes 287.055
 
Determines sources to be solicited, conducts pre-proposal conferences, receives and evaluates proposals in conjunction with technical personnel, facilitates the evaluation process, performs price/cost analysis, determines the short listed firms in negotiations with one or more offerors, prepares award documents, and prepares agenda item for presentation to the Board of County Commissioners.
 
Responds to inquiries from vendors, internal and external customers, and Board of County Commissioners' inquiries.
 
Negotiates work orders, processes sale tax recovery actions, takes appropriate action to expedite delivery or performance when required, and issues change orders occasioned by changes in requirements, defective specifications, or changed site conditions.
 
Negotiates settlements for such changes, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices, terminates contracts for default or convenience, negotiates settlements, and prepares replies to other involved agencies.
 
Additional Duties:
Performs other related work as required.
Must possess the knowledge and skills to be able to perform all duties of the Procurement Analyst.
In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Completion of Bachelor's Degree, preferably in business, public administration, and accounting or a closely related field and three years progressive experience in related government procurement is required. Certified Public Purchasing Buyer (CPPB) or other related procurement certification is required.

 
A comparable amount of education, training, or experience may be substituted for the minimum qualifications. Experience must be directly related to the procurement of goods and/or services.

Must have to ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
 
Must possess the ability to perform professional-level work dealing with data, people, and technology that relates to administrative, technical, scientific, engineering, accounting, legal, or managerial skills.
 
Knowledge of procurement principles and procedures applicable to pre-award and/or post-award actions sufficient to procure and/or administer contracts for a variety of specialized equipment, services, and/or construction. This includes skill in negotiating sole/single and proprietary source contracts and modifications. Must have general knowledge of State Statutes relating to procurement in the State of Florida.
 
Knowledge of a variety of fixed-price and cost contracts, use of special provisions and incentives, and unique regulatory requirements pertinent to diverse construction projects. Examples include: Design-bid-build, 2-step, Construction management at risk, incentive/disincentive, A B method, Design-build, and no-excuses-bonuses.
 
Knowledge of contracting for professional services as required by the Consultant's Competitive Negotiation Act (CCNA), to include truth-in-negotiation certification, labor rates, burdened labor rates, allowable and allocable costs, overhead rates, and G&A rates. The employee must be able to conduct a detailed analysis of the cost proposed for professional services to determine the fees are fair, competitive and reasonable.
 
Knowledge of cost and price procedures and techniques to evaluate bids or offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technical specialists, contractor cost breakdowns regarding labor, materials, overhead, and profit, or other evaluation criteria and selection processes where the information is usually available.
 
A solid foundation of basic Purchasing and Contracts knowledge, knowledge of contracting principles and procedures applicable to pre-award and post-award actions, skill in negotiating sole source contracts and modifications, knowledge of a variety of fixed-price and cost contracts, and unique regulatory requirements pertinent to the procurement field, knowledge of cost and price procedures and techniques, historical costs data, evaluate price/cost increases request form vendors, reports from auditors, contractor cost breakdowns, knowledge of Florida Statutes as they apply to the procurement process.
 
Must be computer knowledgeable with Microsoft Office.
 
Ability to lift more than 20 pounds.
 
Ability to see (perceive color, depth, and texture), smell, hear (preferably at above average levels), and speak.
 
Must possess and maintain a valid Florida Drivers License.
All employees must attend Seminole County Required Trainings.
Department Specific trainings per position may be required.
