The Selinsgrove Area School District is seeking one (1) anticipated Full-Time Director of Facilities and Maintenance, effective immediately upon hire. This position will provide leadership and direction on the operations and maintenance of the physical plant for the entire school district including 5 buildings, athletic facilities, and grounds. This administrative position involves the overall supervision of facilities staff including custodial, grounds and maintenance, and all outside contracted work. A bachelors degree is preferred as well as prior supervisory experience. Experience and skills in all areas of electrical, plumbing, and mechanical.
PURPOSE:
To manage, organize and supervise the operations and staffing within the Buildings and Grounds Department including planning and scheduling of maintenance and required repairs for buildings and grounds; keeping buildings and equipment in good condition; establishing appropriate maintenance, security and custodial requirements. To ensure that students and staff are provided well-maintained and clean facilities for optimum learning to take place.
REPORTS TO: Business Manager
QUALIFICATION/REQUIREMENTS: Minimum of Associates Degree, Bachelor’s Degree preferred; prior supervisory experience; demonstrated knowledge of the basic principles of construction, building operations, custodial services and maintenance; Project management experience preferred. Clearances in compliance with School Code. A valid PA driver’s license is required.
TERMS OF EMPLOYMENT: Act 93 contract (240 days). This position requires supervision of employees on three different shifts and in several different locations and is on call 24 hours per day.
ESSENTIAL FUNCTIONS:
- Plan, schedule, coordinate, inspect and participate in the activities of maintenance staff involved in the general maintenance, maintenance construction, and operations of school sites and other district facilities; maintain buildings, office space and adjacent grounds areas in a well-maintained, orderly and secure condition; ensure compliance with applicable health and safety standards.
- Train and supervise the performance of assigned staff; interview and select employees and recommend transfers, promotions, reassignment, termination and disciplinary actions; ensure substitute coverage as necessary.
- Regularly inspect buildings and grounds to determine the timeliness and standards of workmanship, cleanliness, safety, and security are being maintained. Inspect completed work by staff for accuracy and compliance with instructions and established standards; inspect assigned areas and report safety, sanitation and fire hazards to appropriate authorities.
- Conduct safety inspections, accident investigations, and training programs to assure a safe environment.
- Create and maintain manuals of standard operating procedures for maintaining the cleanliness and healthy environment of all district facilities.
- Determine needed equipment, materials and supplies for maintenance operations; prepare annual budget, requisition of supplies, tools and equipment according to established procedures; maintain proper inventory levels of maintenance supplies and equipment; maintain schedules of work for each individual building and ensure that materials are available for assigned workers in those buildings.
- Provide oversight for maintenance and repair of district vehicles and maintenance equipment.
- Prepare and maintain a variety of records and reports related to assigned activities and personnel, and environmental management.
- Coordinate the thorough maintenance and restoration of the school plant and District facilities including plumbing, electrical, carpentry, flooring and hardware issues, snow removal, grass cutting, weeding, watering of plants, shrubs, and athletic fields and other contracting work vital to the day-to-day operations of a school district.
- Conduct continuing staff training and personnel development for custodial and maintenance staff.
- Responsible for the operation and maintance of all HVAC systems and all other mechanical systems.
- Supervises and coordinates maintenance programs for the fire alarm systems, security systems, elevators, and fire extinguishers on a regularly scheduled basis.
- Maintains properly certified staff to operate equipment, use pesticides, chemicals, asbestos, and any other items as deemed by federal, state and/or other regulatory entities.
- Responsible for maintaining compliance with all federal, state, and local regulations.
- Responsible for developing short and long-term capital improvements and needs, continuous preventive maintenance programs and deferred maintenance.
- Assists in planning and making recommendations on new building construction and major renovations; oversee construction management and supervision for all district building programs.
- Maintain files on all buildings for such items as blueprints and building specifications.
- Assure safe operation of a variety of maintenance equipment and tools including lawn tractors, skidsteers, and power tools.
- Confer with other administrative team members regarding the care and maintenance of facilities; prepare and adjust work schedules to fit the needs of each as needed; receive, screen, prioritize and respond to the maintenance needs of District staff.
- Communicate with the Administration and staff to ensure that facilities are prepared for public and school functions, according to schedules submitted by the Athletic Director, administrative staff, staff and/or outside organizations.
- Supervise project crews during summer months for special maintenance assignments.
- Ensure security of facilities during assigned hours; lock gates, doors and windows; monitor facilities for vandalism and safety and fire hazards and report to appropriate personnel.
- Stays informed of the latest trends, developments, and products in the areas of maintenance, repair, upkeep, and safety and makes recommendations after testing new products or equipment.
- Works with appropriate vendors, including state contracting agencies to procure supplies and materials.
- Serves as a member of any committee within the School Community that would involve safety, utilities, or overall cooperation of the department.
- Assist Central Office and administration in the formation of school policies that conform to district philosophy.
- Attend all school board meetings.
- Respond to or coordinate a response to emergency calls after hours as assigned.
- Attend Building and Grounds meetings, plant managers meetings, professional development workshops, and conferences.
- Performs other duties as required to accomplish the objectives of the position.
EVALUATION- Performance will be evaluated annually by the Business Manager.
