The Program Manager for Community Day Services (CDS) is responsible for the overall management and coordination of daily CDS program operations for individuals with intellectual and developmental disabilities. This position ensures that all services are delivered in a person-centered, safe, and engaging environment that promotes skill development, independence, and community inclusion.
The Program Manager provides direct supervision to QIDPs, Direct Support Professionals (DSPs), and other program staff. This position ensures compliance with all regulatory requirements established by the Illinois Department of Human Services (DHS), the Illinois Department of Public Health (IDPH), and the Centers for Medicare and Medicaid Services (CMS). The Program Manager works closely with the Director of Operations to maintain high-quality standards of care and effective operational performance.
Essential Duties and Responsibilities
- Plan, organize, and manage the daily operations of Community Day Services programs.
- Ensure program activities align with person-centered plans and individual goals outlined in Individual Service Plans (ISPs).
- Maintain appropriate staffing levels to meet participant needs and program ratios.
- Supervise QIDPs and Direct Support Professionals to ensure effective, compassionate, and compliant service delivery.
- Provide training, guidance, and performance evaluations for program staff.
- Address and resolve behavioral or programmatic issues in coordination with clinical and supervisory staff.
- Ensure program compliance with DHS, IDPH, and CMS standards, including documentation, reporting, and health and safety requirements.
- Maintain accurate attendance, billing, and service documentation.
- Participate in internal and external audits, site inspections, and licensing reviews; implement corrective actions as needed.
- Collaborate with the Production Manager and other department heads to ensure smooth coordination between CDS and Workshop programs.
Qualifications
- Bachelor’s degree in Human Services, Education, Psychology, or a related field required; Master’s degree preferred.
- Minimum of 5–7 years of experience in disability services or human services, including supervisory or program management experience.
- Strong working knowledge of DHS, IDPH, and CMS program standards and compliance regulations.
- Proven leadership ability with experience managing multi-site or large-scale programs.
- Excellent interpersonal, organizational, and communication skills.
- Strong problem-solving and decision-making abilities.
- Proficiency in Microsoft Office and documentation software.

Pay: $55,000.00 - $65,000.00 per year
