Position Overview

The Regional Director – Region 3 serves as the senior strategic leader for all field, representational, political, and organizing operations within the region. This executive-level role is accountable for driving regional performance aligned with SEIU Local 2015’s statewide mission, political strategy, and long-term growth objectives.

The Regional Director leads multi-functional teams—including Internal Organizers and representational staff—to design and execute high-impact regional strategies that increase membership engagement, leadership development, contract standards, and political influence.

As a member of the senior leadership body, the Regional Director contributes to enterprise-wide strategy, organizational innovation, and operational excellence across the union.

This position reports to the Statewide Field Director and works in close partnership with the assigned Executive Vice President.

Key Leadership Accountabilities

Strategic Regional Leadership

  • Develop and execute comprehensive regional strategic plans aligned with statewide organizational priorities.
  • Translate union-wide objectives into measurable regional outcomes across organizing, political, and representational work.
  • Drive membership growth, activation, and leadership pipelines within the region.
  • Ensure integration of organizing, bargaining, political, and community strategies to maximize impact.

Organizing & Campaign Execution

  • Lead the development of high-impact, action-based campaigns that:
    • Increase worker participation
    • Strengthen bargaining power
    • Advance industry standards
    • Expand union density
  • Identify and cultivate organizing opportunities in both represented and unrepresented facilities in partnership with the Organizing Director.
  • Establish campaign performance standards, evaluation frameworks, and outcome metrics.
  • Oversee regional campaign analytics, tracking, and reporting systems.
Representational & Bargaining Leadership

  • Oversee contract negotiations, renewals, grievance handling, and arbitration within the region.
  • Serve as chief negotiator or spokesperson in collective bargaining where assigned.
  • Collaborate cross-functionally to develop bargaining strategies that elevate wages, benefits, and working conditions.
  • Ensure legal compliance with applicable labor laws including NLRA, FLSA, PERA, and related statutes.
  • Provide expert testimony before public agencies as needed.

Political & Community Power Building

  • Provide regional leadership in political campaigns, electoral programs, and public policy advocacy.
  • Build strategic relationships with elected officials, labor coalitions, community partners, and media.
  • Align regional political strategy with statewide legislative and electoral goals.
  • Serve as spokesperson on behalf of the Executive Vice President when requested.

Executive Team & Staff Leadership

  • Lead, coach, and develop high-performing teams of organizers and representational staff.
  • Establish performance expectations, accountability systems, and leadership development pathways.
  • Foster a culture of inclusion, innovation, and disciplined execution.
  • Manage performance, conduct evaluations, and administer corrective action when necessary.
  • Develop regional leadership succession planning strategies.

Financial & Operational Oversight

  • Develop and manage regional budgets aligned with strategic priorities.
  • Ensure fiscal responsibility and appropriate allocation of union resources.
  • Monitor resource utilization to maximize return on investment across campaigns and programs.

Qualifications

  • Minimum 5 years of progressive union leadership experience supervising multiple teams in organizing and/or representational campaigns.
  • Minimum 2 years of contract bargaining and representational leadership experience.
  • Demonstrated success leading complex regional or multi-site operations.
  • Strong knowledge of labor law and worker representation frameworks.
  • Experience managing budgets and operational planning.
  • Exceptional written and verbal communication skills, including public speaking.

Work Environment & Physical Requirements

  • Work is primarily field-based with significant travel throughout the region.
  • Requires long and irregular hours, including evenings and weekends.
  • Frequent engagement with members, elected officials, community partners, and staff.

Scope of Supervision

The Regional Director provides direct supervision to Internal Organizers and related field staff within the region and exercises strategic leadership over all regional campaigns and operations. The position reports to the Statewide Field Director and works in close alignment with the assigned Executive Vice President.
