Pay: $22.85 per hour
Work Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.

This position assists in researching, verifying, organizing, documenting, and analyzing commercial real estate data which will be used for market valuation modeling. The data will be gathered from various local, regional, and national sources including industry publications, online sources, surveys, interviews, and onsite inspections. Types of information will include property physical characteristics, market listings, real estate transactions, and income and expense information. This position will also participate in the annual review of commercial real estate property values and valuation appeal meetings. This position has responsibilities in the tracking, reviewing, and discussions about pending Board of Tax Appeal cases. This is accomplished through properly applied mass appraisal techniques in accordance with the State of Kansas Statutes and the Kansas Department of Revenue, Division of Property Valuation (PVD), directives and guidelines, office policies and procedures, and Uniform Standards of Professional Appraisal Practice.

Market research and documentation
Assist in the verification of local real estate transactions through interviews and inspections
Assemble and organize real estate market information
Design and run queries to assemble data reports using Access, Excel, SPSS and other applications
Develop and maintain information databases and spreadsheets
Comply with the annual PVD Revaluation Maintenance Specifications and Compliance Guide

Annual property appeals
Represent the County at appeals including Board of Tax Appeals
Analyze owner submitted data and county model information for accuracy and case resolution
Document case progress and resolution processes
Manage and archive records from completed upper-level appeals
Conduct field checks resulting from appeals with property owners or representatives

Final reconciliation of values
Review property values for accuracy using updated market models
Establish accurate and unbiased appraised values with documentation during the Annual Final Review process

Minimum Qualifications: High school diploma or equivalent. Two (2) years of mass-appraisal experience including data collection, property valuation and appeals or three (3) years of experience in real estate appraisal, real estate management, real property insurance claims adjusting, real estate banking or a related field involving real estate and financing.

Has successfully completed the following courses:
International Association of Assessing Officers (IAAO) Course 101 – Fundamentals of Real Property Appraisal
IAAO Course 102 – Income Approach to Valuation
Uniform Standards of Professional Appraisal Practice (USPAP)
Kansas Property Tax Law
Priority classes to be successfully completed at first availability:
IAAO Course 300 – Fundamentals of Mass Appraisal
Orion Introduction and Overview of Basic Functionality
Per Sedgwick County policy, this is a driving level position that requires a valid U.S. driver’s license without restrictions and current proof of automobile insurance. Must have a properly registered and licensed passenger vehicle to use on a daily basis.

Preferred Qualifications: Three (3) years of commercial mass appraisal experience. Bachelor’s degree from an accredited college or university in, Real Estate, Accounting, Economics, Business Administration, or a related field. A mass appraisal designation: Kansas Registered Mass Appraiser (RMA), or International Association of Assessing Officers (IAAO) Certified Assessment Evaluator (CAE), Residential Evaluation Specialist (RES), Assessment Administration Specialist (AAS), Mass Appraisal Specialist (MAS), or an appraisal designation issued by the Appraisal Institute.
