Position Summary
Security 2.0 seeks a highly accomplished Federal Proposal Manager who knows how to win business, not simply respond to solicitations.
This individual will lead capture strategy, proposal development, compliance, and technical proposal integration supporting Department of Defense, Homeland Security, Intelligence Community, Civilian Agency, and SBIR opportunities.
This position is ideal for someone who enjoys building a growing federal business alongside executive leadership.
This Position Will
- Lead capture strategy from opportunity identification through award
- Develop proposal strategies for SBIRs, BAAs, OTAs, RFIs, Sources Sought, and RFPs
- Manage proposal schedules
- Develop compliance matrices
- Coordinate proposal color-team reviews
- Work directly with engineering to translate technology into compelling technical solutions
- Write executive summaries
- Develop management plans
- Develop staffing plans
- Create proposal graphics
- Prepare pricing narratives
- Coordinate teaming partners
- Build proposal libraries
- Improve proposal processes
- Support oral presentations
- Support customer demonstrations
- Participate in strategic business development
Required Qualifications
- Bachelor's degree
- 7 years of federal proposal experience
- Demonstrated proposal wins
- Experience with:
- DoD
- DHS
- MDA
- CISA
- FEMA

- Experience managing proposals exceeding $10M
- Excellent technical writing ability
- Strong communication skills
- Experience leading proposal teams

Deferred Compensation Provision
Security 2.0 may offer a voluntary deferred compensation program for key growth positions. Under a separate written Deferred Compensation Agreement:
- A mutually agreed compensation may be deferred until specified business milestones are achieved (such as contract funding, revenue milestones, financing events, or other defined triggers).
- Deferred amounts remain a contractual obligation of the company.
- Any arrangement will comply with applicable federal and state wage laws and, where applicable, Internal Revenue Code Section 409A.
- Participation is voluntary and subject to a signed written agreement before work begins.
