SEBCO Development

Position Summary

SEBCO Development is seeking an experienced, strategic, and hands-on Chief Financial Officer (CFO) to oversee the organization’s financial operations and provide strategic guidance to the CEO and Board of Directors. The CFO will ensure financial stability, accurate reporting, regulatory compliance, strong internal controls, and responsible management of public and private funds across multiple nonprofit and for-profit entities, affordable housing properties, real estate development projects, and government-funded programs.

Substantial direct experience in New York City affordable housing finance and regulatory compliance is required. Candidates must have extensive working knowledge of NYC Housing Preservation & Development (HPD), HUD, Low-Income Housing Tax Credit (LIHTC) programs, HDFC cooperatives, and NYC Department of Homeless Services (DHS) shelter contracts.

Key Responsibilities
  • Executive Financial Leadership: Advise the CEO and Board, oversee accounting and finance operations, and develop financial strategies, budgets, forecasts, and performance reports.
  • Affordable Housing and Development Finance: Oversee property-level finances, real estate acquisitions, rehabilitation, new construction, refinancing, development budgets, financing structures, and capital planning.
  • LIHTC, HPD, and HUD Compliance: Ensure compliance with financing agreements, regulatory requirements, reserve obligations, investor reporting, agency submissions, and affordable housing program requirements.
  • DHS Contract Compliance: Oversee shelter contract budgets, allowable expenses, cost allocations, reimbursements, invoicing, fiscal reporting, and audit requirements.
  • Accounting and Internal Controls: Supervise the Controller and finance team; oversee general ledger, accounts payable and receivable, payroll controls, reconciliations, intercompany transactions, and financial systems.
  • Budgeting and Cash Management: Lead annual budgets, financial forecasts, cash flow planning, liquidity management, reserve monitoring, and corrective action for financial shortfalls.
  • Audits, Taxes, and Reporting: Manage external audits, tax filings, regulatory reporting, financial statements, and corrective actions related to audit findings.
  • Policies, Procurement, and Risk Management: Develop and enforce fiscal policies, purchasing controls, vendor oversight, related-party transaction procedures, and fraud prevention measures.
  • Board and Stakeholder Relations: Present financial results and risks to executive leadership and the Board, and coordinate with government agencies, lenders, investors, auditors, attorneys, and other stakeholders.
  • Team Leadership: Recruit, develop, and mentor finance professionals while promoting accountability, transparency, and collaboration throughout the organization.
Required Qualifications
  • Bachelor’s degree in Accounting, Finance, Business Administration, or a related field. CPA, MBA, or advanced degree preferred.
  • Minimum of 10 years of progressively responsible financial management experience, including senior-level leadership.
  • Minimum of 7 years of direct NYC affordable housing financial management experience with an affordable housing owner, developer, property management organization, or nonprofit housing organization.
  • Extensive hands-on knowledge of HPD and HUD regulations, LIHTC financing and compliance, HDFC cooperatives, and NYC DHS shelter contracts.
  • Demonstrated experience managing multiple entities, affordable housing properties, government-funded programs, real estate development financing, and complex budgets.
  • Strong knowledge of GAAP, nonprofit and for-profit accounting, partnership accounting, consolidations, audits, internal controls, and financial reporting.
  • Experience supervising a Controller or senior accounting professional and managing a finance department.
  • Experience with financial systems such as MRI or Yardi, advanced financial modeling, procurement controls, and regulatory reporting.
  • Strong communication, analytical, organizational, leadership, and problem-solving skills.

Important Requirement: General corporate finance, banking, accounting, or commercial real estate experience alone does not satisfy the minimum qualifications. Candidates must demonstrate substantial direct experience with NYC affordable housing finance and regulatory compliance.

Leadership Profile

The successful candidate will be strategic, detail-oriented, ethical, proactive, and comfortable managing a complex, highly regulated, multi-entity organization. The CFO must demonstrate sound judgment, strong leadership, transparent communication, and a commitment to financial accountability and SEBCO Development’s long-term financial stability.
