Seattle Public Utilities (SPU) is seeking an experienced Civil Engineer Supervisor to lead the Public Works Contracts group. This position is responsible for overseeing the preparation of contract documents for competitive bidding on the construction of municipal infrastructure projects, including roads, structures, utilities and facilities primarily using the Design/Bid/Build contracting method. This position will report to the Capital Delivery Performance Manager within the Project Management and Controls Division of SPU’s Project Delivery and Engineering Branch.

Qualifications
Experience:
Requires six or more years professional civil engineering experience, including two years of supervisory experience.
Education
Bachelors Degree in Civil Engineering, and/or Civil Engineering Technology.
Experience and Education Equivalency: Other combinations of education and experience will be evaluated on an individual basis for comparability.
License, Certification, And Other Requirements

Top 3 Priorities For This Position
- Supervise Public Works Contracts staff which includes 3 Senior Civil Engineers and 1 Sr. Capital Projects, Coordinator and their respective workloads.
- Manage the Ad/Bid/Award process for CIP projects with a combined value $75-100M .
- Maintain, develop, recommend and implement business process and policies that impacts the Ad/Bid/Award phase.
- Supervising staff.
- Managing section budget.
- Attending leadership team meetings.
- Lead weekly public works contracts section meetings.
- Partner closely with City Departments, project managers, engineers, project controls, finance, and executive leadership.
- Administrative duties such as reviewing and approving Workday timesheets.
- Conduct performance reviews.
- Goal setting with staff.
- Coaching/mentoring staff.
- Project assignments for staff and public works contracts staff/workload management.
- Hiring and onboarding staff.
- Process improvements.
- Provide policy recommendations.
- Supervise the creation of bid packages for competitive bidding.
- Supervise the Ad/Bid/Award process for CIP projects.
- Supervise the maintenance of boiler plate specification files (for both APWA and CSI formats.
Qualifications
Experience:
Requires six or more years professional civil engineering experience, including two years of supervisory experience.
Education
Bachelors Degree in Civil Engineering, and/or Civil Engineering Technology.
Experience and Education Equivalency: Other combinations of education and experience will be evaluated on an individual basis for comparability.
License, Certification, And Other Requirements
- Registration as a Professional Engineer in the State of Washington.
- Current Washington State driver's license or evidence of equivalent mobility.
- Experience developing and overseeing Project Manuals and Bid Proposals for competitive bidding.
- Experience writing special provisions in both APWA and CSI specification formats.
- Experiencing identifying bid items for contractor payment.
- Experiencing developing construction cost estimates/reviewing cost estimate from engineered drawings.
- Experience overseeing senior level civil engineers.
- Have excellent written and verbal communication skills.
