WA Cares is the nation’s first universal long-term care insurance program, designed to help Washingtonians prepare for the future. As the designated Area Agency on Aging for King County, Aging and Disability Services (ADS) plays a key role in launching WA Cares across Seattle-King County.

We are currently hiring a WA Cares Senior Grants and Contracts Specialists to join this new and impactful team. In this role, you will review applications, develop, manage, and monitor contracts with long-term support service providers that directly serve vulnerable adults in our community. This position reports to the WA Cares Supervisor and is integral to the success of this innovative statewide initiative.

Job Responsibilities

  • Develop and execute contracts–review new provider applications to determine if agencies meet qualifications. Develop and execute contracts.
  • Contract compliance and quality–complete annual risk assessment, onsite program assessment and regular desk monitoring; evaluate adherence to rules, policies, and requirements; prepare assessment reports; develop and monitor performance improvement plans as needed. Collaborate with other team members on monitoring activities.
  • Subject matter expert– serve as the primary point of contact and subject matter expert for long term support service vendors.
  • Provide technical assistance, support, and training to agencies regarding complex requirements, systems access issues, and program processes; respond to and resolve issues and complaints from agencies, constituents, beneficiaries/participants, key stakeholders, and others.
  • Provide leadership and convene meetings with providers; prepare and give presentations for internal and external stakeholders; represent ADS in statewide, regional, and local workgroups.

Qualifications

Minimum Qualifications:

Experience: Requires a minimum of two years professional experience in contract administration, budget management, planning, human services administration.

Education: A bachelor’s degree in a business, public administration, human services, or related field.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Desired Qualifications

  • Experience with and/or knowledge of Aging and Disability network services including Home Care Services, Home Delivered Meals, Transportation, Environmental Modification, Home Safety Evaluation, etc.
  • Experience developing, managing and/or monitoring human service contracts and/or long-term support service vendor contracts for compliance with complex State/Federal laws, regulations, policies, and procedures.
  • Experience with fiscal activities such as developing budgets, unit rates, allocation plans, understanding and applying fund source rules, restrictions and allowable costs; results-based activities such as developing milestones, performance commitments, and metrics; data activities such as reviewing and analyzing data.
  • Demonstrated proficiency with business tools including Microsoft office (e.g., Outlook, Word, Excel, PowerPoint, SharePoint, TEAMS, etc) and the ability to learn new software and data systems.
  • Demonstrated commitment to Race and Social Justice values.

Additional Information

The full salary range for this position is $43.12 - $50.33 an hour.
