The Seattle Fire Department is seeking a regular, full-time Senior Management Systems Analyst to provide systems analysis and management for the Training Division. This position will serve as the primary point of contact for the Department’s learning management systems, help design and administer training curriculum, track and analyze training data, and serve as the project manager for any future system or project implementations.
This is an on-site position at the Seattle Fire Department’s Joint Training Facility in West Seattle.

Job Responsibilities
LMS Management, Data, and Reporting
- Serve as the administrator for Target Solutions and Cornerstone LMS platforms. Provide member support, troubleshoot issues, and maintain curricula, transcripts, and training assignments. Lead the implementation, upgrade, or enhancement of learning management systems and related projects.
- Build tracking and reporting systems to analyze training data; generate reports and visual dashboards for leadership.
- Design and manage training workflows, evaluations, and recordkeeping using Office 365, Power Automate, Power Apps, Adobe Sign, and related tools; develop additional applications and automations as needed.
- Assist with identifying performance and knowledge gaps and work with uniformed staff to remediate issues.
- Integrate approved AI tools and emerging learning technologies to improve program quality and efficiency.
- Collaborate with the Recruit Training unit to assess, refine, and continuously improve the recruit curriculum, ensuring strong assessment calibration and improved pass rates.
- Lead technology onboarding for new recruits and provide technical support as needed.
- Help implement retention strategies and create a system for measuring their impact.
- Perform additional duties as assigned.

A successful candidate will also possess the following experience and skills:
- Bachelor’s degree in Business or Public Administration, Finance, Computer Science, Education, Instructional Design, Organizational Development, or a related field; or a combination of education, training, and experience that provides equivalent preparation.
- Three years of combined experience in systems, operations, research, or analysis.
- Hands-on LMS administration experience, including reporting, user management, and curriculum configuration.
- Ability to use data to measure training effectiveness and drive continuous improvement.
- Strong project management, stakeholder engagement, and communication skills.
- Proficiency with Office 365 tools.
- Working knowledge of computer coding sufficient to create and maintain dashboards, reports, and data visualizations.
- Three or more years of progressive experience in learning and development, instructional design, or workforce training, particularly within public safety, municipal government, education, or another high-stakes operational environment.
- Ability to help develop and deliver instruction on study skills, learning strategies, and professional habit-building for incoming recruits and tenured members.
- Master’s degree or higher in Organizational Leadership, Learning Design, Instructional Design, or a related field.
- Familiarity with AI-enabled learning tools and demonstrated ability to apply emerging technologies to improve training equity and efficiency.
- Experience developing onboarding or induction programs with measurable retention outcomes.
