Job Title: Project Administrator - Certified Payroll

Job Summary

The Project Administrator is responsible for preparing and submitting certified payroll for all company projects, managing subcontractor certified payroll compliance through LCP Tracker, and administering all labor compliance documentation. This role also prepares and issues SF1413’s for Sealaska and subcontractors, as well as tracking insurance certificates received by subcontractors and lower tiers. Construction experience, prevailing wage knowledge, and attention to detail are mandatory.

Duties/Responsibilities

Certified Payroll – Company Workforce

  • Prepare and submit certified payroll reports (CPRs) for all projects in compliance with Davis-Bacon requirements using LCP Tracker for all project submissions.
  • Ensure accurate worker classifications, prevailing wage rates, fringe benefits, shift differentials, travel pay, and job coding.
  • Review apprenticeship documentation and required fringe reports through LCP Tracker where applicable.
  • Track corrections, resubmissions, and compliance issues until fully resolved, ensuring all updates are reflected in the system.

Subcontractor Certified Payroll Compliance

  • Collect subcontractor CPRs through LCP Tracker for all active projects.
  • Review subcontractor CPRs for correct classifications, wage determinations, apprentice ratios, fringe reporting, and overall compliance.
  • Ensure subcontractors abide by Federal Wage laws per the Davis-Bacon act.
  • Follow up with subcontractors on any missing, late, or incorrect CPR submissions.
  • Maintain compliance logs, documentation trails, and support files for audits.
  • Review field daily reports for Subcontract labor activity.
  • Communicate noncompliance issues immediately to Subcontractors, and Project Team as needed

LCP Tracker System Administration

  • Serve as an administrator for LCP Tracker for all projects.
  • Set up reporting rules and subcontractor tiers.
  • Monitor daily dashboards and alerts to maintain full compliance.
  • Maintain thorough and organized electronic compliance records.

SF1413/SF1444/Insurance Requirements

  • Prepare, Track, Update and Submit all SF1413’s for Sealaska, Subcontractors, and Lower-Tier Subcontractors.
  • Prepare required SF1444 forms as needed
  • Collect, Track and Audit Subcontract and Lower-Tier insurance certificates by project

Documentation & Reporting

  • Maintain an audit-ready filing system for all CPRs, SF1413’s and Insurance Certificates
  • Assist PMs and Operations with interpretation of prevailing wage laws, subcontract requirements, and labor compliance obligations.
  • Other duties as assigned.

Required Skills/Abilities

  • Ability to review subcontractor CPRs and identify deficiencies.
  • Strong organizational skills and high attention to detail.
  • Clear, professional, and direct communication.
  • Proficient in Microsoft Office Suite (Word, Excel, and Outlook)
  • Accuracy and thoroughness in compliance documentation.
  • Strong follow-up and accountability.
  • Ability to work independently and manage multiple deadlines.
  • Professional communication with subcontractors, PMs, and general contractors.

Education And Experience

  • Associate’s degree in accounting, business administration or a related field - preferred
  • Certifications: CPP or FPC – preferred
  • Minimum 3 years of construction industry experience focused on certified payroll, labor compliance, project administration, or related functions.
  • Strong working knowledge of Davis-Bacon, apprenticeship requirements, and fringe benefits.
  • Hands-on experience with LCP Tracker (or similar compliance systems).
  • Knowledge of Dept of Labor Wage & Hour Division Documents and Reporting requirements
  • Knowledge of Resident Management Systems (RMS) used by USACE - preferred

  • Full-time position with potential for extended hours during peak periods or project deadlines.
