SEACORP is seeking a well-qualified Program/Project Manager III.

Primary Duties and Responsibilities:

Job Description: SEACORP's Production Operations Business Area is seeking a Program Manager. Program Managers are concerned with the overall planning, direction and success of major programs, systems development efforts, and research or technology initiatives which have great significance to the activities and agency’s needs. Programs are typically large, multi-year efforts divided into several sub-programs/tasks. They are also responsible for the overall program definition, organization, and direction of short- and long-range plans. This includes the responsibility for formulating, guiding, and directing the technical approach; and defining and negotiation with activity and agency personnel for necessary resources. Establishment and control of technical milestones, schedules, budgets and costs are also essential tasks for the Program Manager.

Job Responsibilities Include:

  • Work with Technical leads to define schedule and resources and coordinate internal personnel resources across multiple tasks.
  • Coordinate with technical personnel to include vendor information in project timeline.
  • Develop project spend plans for a combination of Cost Plus and Firm Fixed Price efforts.
  • Track all project budgets, deliverables and milestones to ensure successful project execution.
  • Support Technical leads in the definition of project scope and objectives, involving all relevant stakeholders and ensuring technical feasibility.
  • Measure project performance using appropriate tools and techniques.
  • Collect and analyze cost performance data reports in order to identify cost, schedule, and performance trends and deviations and recommend corrective action.
  • Attend meetings and briefings on EVM, IPTs and schedule performance.

Qualifications:

Education: Bachelor's degree in a technical or management discipline is required.

Experience: 5 years of relevant Program Management experience managing DoD acquisition programs as a prime or sub-contractor (10 years desired).

Ideal Skills and Experience:

  • 5 years of relevant Program Management experience managing DoD acquisition programs as a prime or sub-contractor.
  • Experience throughout the program lifecycle from development through full rate production.
  • Knowledge of management tools and policies (i.e., FAR, DFAR, Requirements Management tools, RFPs, CDRLs, SOWs, DoDI 5000.02).
  • Familiarity with Earned Value Management (EVM) concepts and implementation.
  • Project Management Professional (PMP) certification is a plus.
  • Excellent client-facing and internal communication skills.
  • Excellent written and verbal communication skills. Solid organizational skills including attention to detail and multitasking skills.

Location: Groton, CT

Travel: Quarterly (approximately 4 times a year)

Clearance: Secret

Work Environment & Physical Demands: Office & Computer Laboratories - Sitting, standing, extended periods of time using a mouse and keyboard and viewing computer screens. Infrequent lifting of <40lbs. Movement between points within the same office or between buildings. Work is performed in generally consistent environmental conditions with some seasonality for temperature differences and lighting.
