The incumbent serves as the Senior Business Analyst to the Business Intelligence Analyst to the Chief of the V19 Business Office Support Service (BOSS) that covers a diverse geographic area, inclusive of all the VA Medical Centers and CBOC's in the VISN 19 Network (128 sites of care).Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/29/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: understanding of management principles, administrative regulations, and analytical techniques; understanding of business analytical concepts, and knowledge in applying these studies to make recommendations to leadership . OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
- Combination: You may have a combination of education and experience to qualify at the GS-9 level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position (Transcripts Required).
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: working experience with management principles, administrative regulations, and analytical techniques; working experience with business analytical concepts, and in applying these studies to make recommendations to leadership . OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., can be substituted for specialized experience when the education is in a related field (Transcript Required); OR,
- Combination: You may have a combination of education and experience to qualify at the GS-11 level. Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the position, may be substituted to meet the experience requirements of the position (Transcripts Required).
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Specialized experience includes: expert level knowledge of health care service administration, continuous quality improvement; data analysis; healthcare principles, and theories and practices; knowledge of missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large; mastery of and skill applying advanced qualitative and quantitative techniques in order to perform thorough management analysis of current and projected diagnostic service programs; knowledge of a wide range qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of program effectiveness or the improvement of complex management processes and systems; specialized knowledge of the basic principles and practices related to the management of health care delivery systems and the ability to apply this knowledge to solve the unique problems arising in the health care delivery system in which they serve; independently analyze problems and present both written and oral recommendations taking into full consideration the wide range of factors and requirements which affect the management of health care delivery systems.
