PURPOSE OF POSITION:

Responsible for administrative/managerial tasks involving the operation of drop-in center and transitional living programs and services. Ensure that professional services, group living and milieus and program environments meet and move beyond standards. Oversees recruitment and staff development for quality of care. Member of the agency’s Administrative Council.

Reports To

Divisional Director of Housing Services. Works closely with Director of Quality Improvement.

Supervises

Assistant Program Director, Program Supervisor, Brooklyn Youth Center Project Coordinator, Intake Supervisor, Maintenance Coordinator, Social Worker (MSW Therapist), and Administrative Assistant.

Specific Responsibilities

  • On-Call 24 hours a day to respond to emergency situations.
  • Ensure regulatory compliance with relevant City/State mandates.
  • Responsible for contract monitoring and achievement of program goals.
  • Maintain a 90% utilization rate for the Inn programs and annual BYC targets.
  • Ensure the timeliness and quality of all data and reporting requirements for SCO and City/State.
  • Work closely with the Finance Department on budget development, monitoring, purchasing, and budget modification to oversee the financial integrity of all programs.
  • Collaborate with Development to prepare grants, proposals, and contracts.
  • Assigns vehicles, prepares documentation for driver authorization, and ensures proper maintenance of vehicle.
  • Oversee payroll approval for program staff in UKG.
  • Conduct monthly Administrative meetings and program specific site meetings.
  • Attend monthly DYCD Provider meetings, as well as actively participate in various RHY committees, advocacy, and workgroups.
  • Prepare for and attend DYCD and OCFS monthly/annual inspections and respond to all areas needing improvement by the required deadlines.
  • Develop protocols and interventions that ensure positive youth development, daily routines, and a broad range of enrichment opportunities.
  • Provide oversight for staff scheduling, monthly activities, and daily programming.
  • Review and submit program incident reports to DYCD, NYS Justice Center, and SCR reports for submission.
  • Collaborate effectively to ensure adequate and professional clinical and independent living services.
  • Oversee the implementation of new program initiatives.
  • Develop systems, modalities, protocols, and interventions that assure youth development, good daily routine, effective limit-setting, and a broad rage of activity and enrichment opportunities.
  • Ensure professional services and program environments meet and exceed standards of group living.
  • Create and ensure program environments to be safe, clean, caring, therapeutic, well-maintained, and welcoming. Manages facility needs, repairs, and improvements in collaboration with Program Coordinators, Business Operations, and vendors.
  • Work along QI staff on policy review, risk management, and program quality improvement activities, including monthly incident review meetings, and quarterly review of Key Performance Indicators.
  • Oversee staff recruitment, staff development and evaluation, training compliance, and staff retention for quality of care.
  • Ensure compliance with agency personnel policies and procedures.
  • Oversee outreach work to community-based organizations, schools, etc. to bring awareness of available RHY services and to develop relationships with new resources for current clients.
  • Involved in purchasing, leasing, and inventory systems.
  • Promote and ensure superior case management services including ambitious family involvement, discharge planning, good health care, and meaningful educational and vocational programs.
  • Obtain FDNY S95 Certificate of Fitness and F07 Fire and Emergency Drill Conductor, and DOHMH Food Protection Certificate.

Qualifications

  • LMSW, with two years managerial and residential experience preferred.

Working Conditions
