GENERAL DESCRIPTION:

The Professional Development Manager is responsible for the overall direction, administration, and coordination of the professional development for all Program positions in partnership with component managers and the Program Director, in accordance with Head Start Program Performance Standards (HSPPS). The position also assists managers and the Director to meet training requirements for volunteers, consultants, Policy Council and Board.

 

SPECIFIC RESPONSIBILITIES:

  1. Responsible for achieving or exceeding the overall goals for professional development for program positions in accordance with HSPPS 1302 Subpart I. 
  2. With coordination from component managers and direction from Program Director, develops and implements the Program Training & Technical Assistance (T/TA) plan(s) submitted with annual grant application(s). 
  3. Develop and assist in the monitoring of the budget for the T/TA plan. 
  4. Responsible for establishing and maintaining effective working relationships among all Component Staff in order to integrate and coordinate program professional development.
  5. Ensure that appropriate pre- and in-service training is provided to all program personnel based on staff assessment needs/surveys, component area evaluation/monitoring tools, etc.  
  6. Responsible for implementing agency policies and HSPPS related to staff professional development, credential achievement, training and technical assistance.
  7. Establish and maintain effective working relationships between component staff and local, state and federal education and child development professionals in order to meet the professional development needs of Program staff.
  8. Secures outside trainers, venues, resources in collaboration with component and program needs.
  9. Ensure that required records are maintained for staff professional development and that required reports (Head Start and Agency) are submitted on a timely basis.
  10. Responsible for assisting in the design, implementation, and participation in a Career Development Program that provides for the development of individual plans of action for the upward mobility of each component employee and an overall training plan for all employees, including pre- and in-services training.
  11. Assists Component Managers with onboarding processes.
  12. Leads and guides staff to complete the Child Development Associate (CDA) credential process as required for some positions. May teach or provide access to CDA class content.
  13. Partners closely with staff and college advisors to ensure staff enroll and complete college coursework required to meet HSPPS for their hired position.
  14. Develops and maintains tracking of CDA credential and degree progress and completion.
  15. In coordination with Site Supervisors and Component Managers, arrange for staff and all HS/EHS Parents to receive orientation to child abuse/neglect.
  16. Responsible as the lead staff person to coordinate any cross training between CSBG and HS/EHS as well as representing Head Start for specific agency initiatives, in collaboration with component managers.
  17. Responsible for maintaining a high degree of professionalism.
  18. Works cooperatively with administrative staff and other agency personnel. 
  19. Leads and implements onboarding process for new hires within component area.
  20. Contribute to staff evaluations through sharing monitoring tools and compliance reports with Site Supervisors.
  21. Participate in the public sharing of communication supporting HS/EHS by relating the purpose and goals of the program to parents, staff and the general community and undertaking other public information activities as assigned.
  22. Understand responsibility of being a mandated reporter for Child Abuse and Neglect. Will follow the approved program policy and procedure to immediately report suspected abuse or neglect of any child.
  23. Maintain confidentiality as required by program Performance Standards and agency policy.
  24. Perform additional duties as assigned by supervisor.
 

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Possess a degree (AA or BS) in early childhood education, child development, or other related degree. 
  2. Knowledge of adult learning theory, early childhood development theory and educational methods and practices usually obtained through a four-year accredited college program.
  3. Knowledge of teaching supervisory methods and practices and ability to establish and implement a teacher career development program.
  4. Ability to work effectively with other education professionals and institutions in the community. 
  5. Obtain an initial medical exam and TB assessment within 30 days of employment. Complete a medical exam and TB assessment every five years following initial employment.
  6. Pass background screen, child abuse/neglect screen, drug screen, and be subject to random drug testing.
  7. Ability to conduct oneself in a manner projecting a positive image to staff, program, agency and community.
