SUMMARY OF RESPONSIBILITIES:
The Human Resources Assistant reports to the Director of Administration and Finance and is responsible for:
Coordinating Human Resources procedures from appointment through separation by performing duties personally or through collaboration with department staff.
Assisting and supporting workforce budget, planning and recruitment efforts through the development, refinement, posting, and tracking of employment opportunities and position descriptions.
Assisting and providing backup support to the Payroll Accountant.
Assisting the Director of Administration and Finance with Human Resources, position control, payroll, and administrative functions as needed.
Maintaining strict confidentiality of all employee, applicant, student, medical, personnel, payroll, labor relations, and other sensitive information in accordance with district policies, collective bargaining agreements, and applicable state and federal laws.
Exercising sound judgment and discretion in the handling, storage, and communication of confidential information.
ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:
Assist the Director of Administration and Finance in the administration of human resources functions and compliance with applicable federal, state, and local laws, regulations, policies, and collective bargaining agreements.
Maintain confidential personnel records, databases, and human resources information systems, ensuring accuracy and completeness of employee information. Must exercise discretion and maintain strict confidentiality in handling personnel information.
Provide backup support to the Payroll Accountant and assists with payroll-related processes as assigned.
Assist the Director of Administration and Finance in maintaining the Department's Position Control system and staffing records, including support for budget development, salary projections, and workforce planning.
Assist with recruitment, hiring, onboarding, and offboarding processes, including employment documentation, certification verification, background checks, and benefits enrollment.
Serve as a resource to employees regarding benefits, employment procedures, payroll-related inquiries, leave requests, and other personnel matters.
Assist in maintaining employee certification, licensure, evaluation, and compliance records as required by state and federal regulations.
Prepare correspondence, reports, employment documents, spreadsheets, and other materials; enters and maintains information in databases and recordkeeping systems.
Communicate effectively with employees, administrators, school-based staff, applicants, government agencies, and members of the public.
Develop, update, and maintain departmental procedures, forms, and documentation.
Assists in ensuring the accurate and timely completion of human resources and payroll-related work in accordance with Department policies and applicable laws and regulations.
Assist employees with benefits and orientation as they onboard / off-board.
Communication with staff, the public and other departments.
Coordinate and control all payroll activity in accordance with bargaining unit contracts, administrative policies and IRS regulations including the Affordable Care Act.
Assist the Director of Administration and Finance in maintaining the department’s Position Control system including its use in developing salary projections and budgeting.
Develop documentation for Department processes.
Typing of correspondence, reports and entering information into a database. Telephone communication as required.
Assures the accurate and timely completion of work related to HR / payroll and that it is accomplished in accordance with Department policies and applicable city, state and federal laws.
Other related duties as required by the department and/or Director of Administration and Finance.
