ScaVet Technologies, LLC (SVT), established in 2006 as a certified Service-Disabled Veteran-Owned Small Business (SDVOSB), will provide overall Program Management and Technical Support for this effort. SVT is seeking a qualified Construction Administrator (CA) to support Construction Management Services at:
- Olin E. Teague Veterans’ Medical Center – Temple, TX
- Doris Miller Veterans’ Medical Center – Waco, TX
Position Overview
The Construction Administrator (CA) will provide direct engineering and construction management support to the Government, assisting the Contracting Officer’s Representative (COR) in the oversight of construction activities. The CA will support project execution by ensuring compliance with contract requirements related to quality, safety, schedule, cost, and documentation management.
Minimum Qualifications
- Bachelor’s degree from an accredited institution in Construction Management, Engineering, Architecture, or a related field; OR
- A minimum of three (3) years of relevant construction experience may be substituted in lieu of a degree (subject to Government approval)
- Demonstrated experience supporting construction projects with increasing responsibility
- Submission of a detailed project-based resume highlighting relevant experience
Required Experience & Knowledge
The CA shall possess:
- Working knowledge of construction practices, methods, and materials
- Experience supporting General Contractor operations, including coordination with subcontractors
- Familiarity with construction contract documents, drawings, and specifications
- Experience in Quality Assurance (QA) and inspection processes, including identifying deficiencies and non-conforming work
- Ability to review and assess contractor performance against contract requirements and design documents
- Understanding of baseline project schedules and ability to assist in evaluating work progress and earned value
Key Responsibilities
The Construction Administrator shall:
- Provide construction management and engineering support to the COR
- Monitor contractor performance for compliance with Quality Assurance, Safety, Time, Cost, Change, and Information Management requirements
- Review contractor submittals, RFIs, and change documentation for completeness and compliance
- Identify, document, and track deficiencies, inconsistencies, and construction issues
- Assist in evaluating progress against the approved project schedule
- Support validation of work-in-place and progress payments
- Maintain daily reports, inspection logs, and project documentation
- Coordinate with project stakeholders, including Government staff, contractors, and design teams
- Support multi-disciplinary project activities across civil, structural, mechanical, electrical, and IT infrastructure systems
Skills & Competencies
The CA shall demonstrate:
- Strong written and verbal communication skills
- Proficiency in construction management and documentation software (e.g., Primavera P6, Autodesk Construction Cloud, Microsoft Office, SharePoint)
- Ability to analyze data, track project performance, and produce clear, accurate reports
- Strong organizational and problem-solving skills with attention to detail

Job Type: Full-time
Pay: $95,000.00 - $110,000.00 per year
