JOB DETAIL FOR PROPOSAL SPECIALIST
SC Engineers PC (SCE) is seeking a motivated and detail-oriented Proposal Specialist who will be responsible for preparing high-quality, compliant, and compelling proposals for engineering and construction management services. The candidate must have strong technical writing skills, excellent time management abilities, and the capacity to coordinate multiple deadlines and priorities. Experience working with architectural/engineering (A/E) firms or public-sector proposals is must.
ESSENTIAL FUNCTIONS:
- Review and analyze government solicitations (RFPs, RFQs, EOIs) to identify requirements, evaluation criteria, and submission procedures.
- Develop proposal outlines, compliance matrices, draft narratives, resumes, project descriptions, and other proposal components.
- Coordinate with senior staff, project managers, and technical personnel to gather required inputs and ensure accuracy of content.
- Write clear, persuasive, and tailored proposal content demonstrating firms qualifications and understanding of client needs.
- Manage proposal schedules, deliverables, internal reviews, and submission timelines to ensure all deadlines are met.
- Prepare, edit, and format proposals to ensure consistency, compliance, branding, and quality.
- Work with teaming partners to gather required information
- Track upcoming opportunities
- Attend pre-proposal meetings, networking events, and industry gatherings to support business development efforts.
- Assist in preparing electronic and hard-copy submissions according to client specifications.
- Support post-submission activities, including interview preparation and follow-up requests.
MINIMUM QUALIFICATIONS:
- Associate's degree in business administration, marketing, communications, or a related field
- 2-5 years of experience in marketing
- Excellent analytical skills
- Strong written and verbal communication skills
- Skilled in writing and editing content with attention to detail
- Associate’s or Bachelor’s degree in Engineering, Business Administration, Communications, Marketing, English, or a related field.
- 2–5 years of experience preparing proposals, preferably within the A/E/C or construction management industry.
- Strong technical and business writing skills.
- Excellent organizational and time management skills, with the ability to manage multiple priorities and deadlines.
- Skilled in editing and formatting documents with strong attention to detail.
- Proficient in Microsoft Word, Excel, PowerPoint, and Adobe Acrobat.
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in Engineering, Construction Management, Business, Communications, or related field.
- Experience preparing proposals for public agency clients (e.g., transportation, infrastructure, municipal).
- Strong prioritization and project management abilities.
- Collaborative: works effectively with internal teams and external partners to ensure complete and compliant submissions.
- Familiarity with government procurement processes and forms (e.g., SF330, M/WBE, SBE, EEO, and other administrative documentation).
- Experience working with Engineering/Architectural firms.

Pay: $40.00 - $60.00 per hour
