Status: Full-Time, Exempt
Supervises: All employees involved in the operation of the Recreation Department including aquatic facilities, fitness facilities, and ski shop facilities.
Effective Date: November 2025
PRIMARY PURPOSE: Oversee Recreation, programs, resources and facilities. Ensure that all programs and activities are responsive to the needs of residents of all ages and demographics. Administer broad-based community development resources, initiatives and programs focusing on quality-of-life improvements and encouraging volunteerism. Preparation and management of operating and capital budgets for Recreation operations.
PRIMARY DUTIES AND RESPONSIBILITIES:
Develop, coordinate and direct comprehensive year-round recreation programs for all ages that emphasize good sportsmanship, competition, health and fitness instruction and both passive and active recreational opportunities for the entire community.
Develop and direct a comprehensive community development program including volunteer recruiting, informational resources for federal, state and local programs to aid various demographic groups such as seniors, low-income households, persons with disabilities and others with special needs.
Develop and evaluate all departmental operating procedures on a regular basis.
Prepare operating and capital budgets for Recreation in cooperation with the Community Manager.
Complete program and event evaluations and report to Community Manager on details such as facility utilization, event participation and suggestions for event/program improvements.
Responsible for identifying, reporting, and following up on maintenance and housekeeping issues as they arise to ensure that amenities remain clean, well maintained, and adequately stocked with necessary products and supplies. Maintain an on-going inventory of all recreational supplies & equipment.
Oversee all requests for room and equipment rentals, reservations, meetings and events, including set-up, breakdown, billing and post event inspections.
Ensure proper training, supervision, scheduling and evaluation of all Recreation staff.
Responsible for approving Recreation Staff's hours to ensure an efficient payroll process.
Provide coverage and perform duties of other Recreation staff positions as needed to ensure continuous operation during absences, vacancies, or periods of increased workload.
Recommend efforts to continually improve services provided by the Recreation Department.
Be available to occasionally meet with committees and to complete work tasks necessary for the success of the department as directed by the Community Manager.
Collaborate and support other departments to achieve organizational goals.
Perform such other recreation and community development related tasks as may be required by the Community Manager.
EMPLOYMENT STANDARDS:
Three to five years of experience in Recreation Management/Recreation Programming. Bachelor's degree in Recreation or related field preferred.
Ability to prepare comprehensive reports and conduct effective oral presentations.
Computer, marketing and organizational skills relating to programs and facilities.
Must possess comprehensive knowledge of all S.C.E.C.A Rules and Regulations.
Must be able to work cooperatively with staff, volunteers and members.
Ability to work independently without constant supervision.
Ability to deal with frequent change, delays and unexpected events.
Must hold a valid driver's license.
Must obtain a Criminal Record Check and a PA Child Abuse History.
Must be available to work nights, weekends and holidays.
WORKING CONDITIONS:
Must be physically able to operate a variety of automated machines which includes a motor vehicle, computer, printer, facsimile machine, copy machine, calculator, telephone, etc., and tools such as hand tools, small power tools, etc.
Work may be performed both outdoors and indoors.
SAFETY HAZARDS:
Physical demand requirements are at levels for light to medium work.
Ability to work in an office environment with some exposure to the outdoors; ability to travel to different sites; attend evening meetings; work under pressure in potentially stressful situations.
Employee will occasionally be required to physically exert themselves (run, walk, stoop, bend, reach) in the supervision of recreational activities.
Employee may occasionally be required to lift/move moderately heavy (<50 lbs.) equipment or materials during the course of duties assigned.
May necessitate exposure to extreme weather conditions during the course of performing the duties.
Some activities involve working outdoors, working under very noisy conditions, actively participating in instructing, and dealing with patrons that become aggressive.
