Job Family Description

Procedures personnel develop and document procedures and electronic rounds (eRounds) for program and facility operations using organizational processes and software. They ensure procedures include flow down of requirements from Department of Energy Orders, federal regulations, and consensus codes and standards to comply with contractual requirements.

Discipline Description

Procedure personnel are responsible for the development of site-wide and company policies, procedures, and electronic rounds (eRounds) related to the operation and management of programs and facilities. They develop, analyze, and revise existing administrative processes and management controls including standard operating practices, procedures, eRounds, management systems, and documentation. They develop and/or coordinate improved policies, methods, procedures, eRounds, instructions, and forms to achieve greater operational efficiency, increase safety, and to ensure compliance with regulations. They work with subject matter experts to develop new procedures and incorporate changes to existing procedures.

Some Typical Duties & Responsibilities Include

  • Collaborate with Operations, Engineering, Design Authority Engineers, and other personnel when needed, functioning as a Project Manager for development of start-up procedures.
  • Manage staff, which may include development, training, evaluations, career progression and coaching of personnel.
  • Delegate incoming procedure development requests to SRPPF Procedure writers.
  • Manage draft procedures submitted by Design Authority Engineers for delegation & holding.
  • Attend Training Review Committee meetings to align procedure development with training development.
  • Utilizing P6 schedule and collaboration with stakeholders to prioritize procedure requests based on project needs.
  • Collaborate with key stakeholder teams and training to develop procedures that will support training personnel with the development of training in preparation of qualifying personnel for future state operations.
  • Disseminates procedure development activities to direct reports and monitors and reports to the SRPPF Procedures Manager their progress.
  • Reports the status of both process and Balance of Plant procedure development status to the SRPPF Procedures Manager
  • Review & Approve timecards of direct report(s)
  • Gathering KPI inputs to develop KPI report and discriminate to SharePoint/Leadership and the SRPPF Procedures Manager
  • Develop, review, and revise technical procedures that may include operating procedures, maintenance procedures, surveillance procedures, and test procedures
  • Collaborate with subject matter experts (SME’s) design engineers, operations staff, to ensure procedure accurately, reflect system design and operational requirements
  • Ensure procedures comply with regulatory requirements, industry standards, and client specifications
  • Participate in procedure validation and verification activities in the field, walking down equipment collecting data for procedure development
  • Review design documents, vendor manuals, and technical specifications to extract relevant information for procedure development
  • Identify and resolve technical discrepancies between design documentation and field conditions
  • Support procedure and training review committees and incorporate feedback from multiple stakeholders
  • Maintain procedure format, adhere to procedure development governance documents and document control requirements
  • Ability to obtain Q-Level Clearance

Required Qualifications

  • Eight or more years of experience (YOE) as an individual contributor in one or more of the roles managed, OR Bachelor's Degree in a relevant field plus five or more years of experience (YOE) in one or more of the roles managed, OR Master's Degree in a relevant field plus three or more year of experience (YOE) in one or more of the roles managed
  • Equivalencies to experience and education requirements will be considered

We'd Also Like to See

  • At least 5 years of Technical Background with Field Experience
  • Deep understanding of systems, components, and operations
  • Demonstrated experience writing procedures that have been implemented and used in operational environments
  • Prior involvement in regulated startup environments, modifications, or system commissioning preferred
  • Technical Writer Certification (PPA) preferred
  • Ability to spend 50% of work hours in the field conducting procedure walk-downs which may include climbing, walking, kneeling, bending, and lifting.

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug & alcohol test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance.
