GENERAL PURPOSE
Under the general supervision of the Deputy County Treasurer or designee, performs a variety of skilled technical, administrative and bookkeeping work related to departmental operations requiring moderate responsibility and independent judgment. In addition, the incumbent is responsible for performing all essential functions, and possessing the requisite knowledge, skills, abilities and minimum requirements of a Real /Finance Associate.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS
Greet and assist customers in completing transactions to pay real estate taxes, liens, and other associated divisional items.
Promote a positive image of the Treasurer’s Office by serving as an information resource.
Ensure constituent satisfaction throughout the work process.
Establish and maintain effective working relationships with co-workers, clients, supervisors, County employees, Elected Officials, attorneys, law enforcement, vendors, other agencies, and the general public.
Courteously respond to various questions and inquiries from customers (in person and over the phone) for both the Treasury Operations Group and overflow from Motor Vehicle division, providing the best information based on facts provided; refer to appropriate office as needed.
Perform a variety of bookkeeping functions related to accounts.
Process various real estate tax paperwork (e.g., tax certificates, tax sale documents, Sanitary Improvement District (SID) deposits) and other associated divisional paperwork in a timely and accurate manner.
Collect and notate interest on late real estate taxes, ensuring accuracy in calculations.
Balance individual and Motor Vehicles checking ledgers on a scheduled basis
Enter SID special assessments in accounting software ensuring accuracy of information.
Maintain an accurate accounting of all funds processed including balancing and reconciling daily.


Maintain daily cash balance on hand against transactions from departmental activities.
Generate reconciliation reports and ensure vault is balanced on a daily basis.
Prepare and reconcile deposits in a timely and accurate manner including secondary verification before being sent.
Perform all work according to applicable regulations and departmental policies and procedures.
Research and estimate tax responsibility for various property types as well as provide records of taxes paid.
Account for deposits coming from all county departments, ensuring credit is given to appropriate account.
Maintain detailed accounting of all funds processed and balance against reports to ensure accuracy of information.
Review insufficient fund checks and attempt to recover funds following established policies and procedures.
Assume the role of a Peer Mentor during employee training as assigned.
Compile, review, verify, and process tax certificates.
Maintain a current knowledge of applicable regulations and statues that affect departmental operations.
Write checks for Treasurers office (e.g., Tax sale redemption, refunds, other related items) as needed.
Report to assigned worksite with regular, predictable, and consistent attendance.
Peripheral Duties
Provide back up to Motor Vehicle department as assigned.
Serve as a member of various committees as assigned.
Perform other duties as directed and assigned.

MINIMUM QUALIFICATIONS

MINIMUM REQUIRED QUALIFICATIONS
Education and Experience
High school diploma or GED required; post-secondary education in business, public administration, or accounting preferred.
Experience handling money with the public required.
Two (2) years of bona fide work experience in facep-0to-face customer service with the general public required.
One (1) year of bookkeeping or accounting experience required.
Successful completion of training as a Sarpy County Real Estate/Finance Associate required.
Work experience in training or mentoring employees preferred.
Must be able to data enter at 80 net keystrokes per minute (nkpm).
Special Requirements
Incumbent must successfully complete training and be designated proficient in performing the essential functions within twelve (12) months in position.
Must participate in and successfully complete cross-training in different Treasurer Office divisions/sections as assigned.
Necessary Knowledge, Skills and Abilities
Considerable knowledge of and ability to use computers and software, including, but not limited to Microsoft Office
Working knowledge of accounting or bookkeeping principles and practices
Working knowledge of modern office practices and procedures
Knowledge of applicable policies, laws, and regulations affecting department activities
Skill in providing exemplary customer service communications with individuals having diverse backgrounds
Ability to create and maintain spreadsheets
Ability to quickly make accurate mathematical calculations
Ability to perform cashier duties accurately
Ability to manage and maintain confidential and sensitive information
Ability to understand and comply with office policies and procedures
Ability to perform tasks with attention to detail and a high degree of accuracy
Ability to work under pressure and/or frequent interruptions
Ability to navigate stressful situations while maintaining composure
Ability to understand and follow exacting verbal and written instructions
Ability to prioritize work and carry out assigned projects to completion
Ability to communicate effectively, in English, both verbally and in writing
Ability to operate equipment including, but not limited to, cash register, state computer terminal, multiline phone, computer, 10-key, keyboard, printer, scanner, copier, and fax

While performing the duties of this job, the employee is frequently required to sit/remain stationary, talk, and hear (i.e. communicate / exchange information), and operate/manipulate equipment (e.g. use hands to finger, handle, or feel objects, tools, or controls). The employee is occasionally required to walk/move about, stand (i.e. remain upright), stoop, bend, climb, kneel (i.e. position self), and reach.
The employee must occasionally lift and/or move up to 40 pounds.
Required sensory abilities include vision and hearing. Visual abilities, correctable to normal ranges, include close and color vision as well as the ability to adjust focus. Communication abilities include the ability to talk (i.e. verbal exchange / exchange information) and hear (i.e. exchange information accurately) within normal ranges. Incumbent must be able to exert sustained concentration for several hours at a time.
Work is generally performed indoors in an office setting. Work may be fast-paced when dealing with multiple clients, priorities, and time constraints. The noise level is typically moderate. Due to business needs, hours of work may include early mornings, evenings, weekends, call-ins, and holidays.
