The HR Specialist – Recruitment and Benefits is a vital contributor to the Human Resources Division, tasked with advancing the organization’s ability to attract, develop, and retain top-tier talent. With a primary focus on recruiting non-exempt, front-line, and back-office positions, this position directly supports the Clerk and Comptroller’s strategic objectives. Reporting to the Chief Operations Officer (COO), the HR Specialist position ensures that talent acquisition, on-boarding, and training are seamlessly integrated into the broader organizational framework.


This HR Specialist position develops and executes recruitment strategies that align with the mission and values of the Clerk and Comptroller’s Office. Responsibilities include posting vacancies, creating job advertisements, managing applicant tracking data, conducting background checks, facilitating on-boarding documentation, and participating in external recruitment events. Beyond hiring, the Specialist supports on-boarding and professional development programs that empower employees to excel and foster a culture of engagement and growth.

In addition to recruitment responsibilities, the Specialist administers employee benefit programs. This includes assisting employees with benefit-related inquiries, managing enrollments and life event changes, and ensuring compliance with organizational policies, state and federal regulations, and reporting requirements. The HR Specialist position ensures accurate record keeping, maintains confidentiality, and provides responsive support to employees, departments, and outside agencies.
As an internal expert on HR processes and technologies, the Specialist applies policies consistently, leverages HR systems effectively, and contributes to operational continuity across all human resources functions. Education:

Required: Bachelor’s degree

Relevant Field: Human Resources Management, Business Administration, or Public Administration


Relevant Experience:

Experience serving in a human resources role with responsibilities in recruitment/talent acquisition, benefits administration, and employee relations. Demonstrated experience Posting vacancies, managing applicant tracking systems, coordinating interviews and background screenings, facilitating onboarding documentation, and supporting new hire orientation processes. Coordinating employee benefit enrollments, changes, and terminations; administering leave programs (such as FMLA, ADA, or Workers’ Compensation); and ensuring compliance with applicable policies and regulations.

Direct Experience:

Required: Four (4) years of verifiable “direct experience” may be substituted for post- secondary education requirement.


Certification:

Required: N/A

Preferred: Professional in Human Resources (PHR), SHRM Certified Professional (SHRM-CP), Certified Benefits Professional (CBP), Certified Compensation Professional (CCP), or Certified Professional in Talent Development (CPTD)


License:

Required: Valid Florida Driver’s License (or ability to obtain upon hire)
