This position manages communications, recordkeeping, scheduling, and human resources administrative tasks while maintaining compliance with MassHealth and Department of Public Health regulations, including 130 CMR 408.000, 130 CMR 450.000, and 105 CMR 158.000.
The Office Administrator plays a key role in supporting program staff, caregivers, and members by ensuring accurate documentation, organized workflows, and timely completion of administrative responsibilities.

Essential Responsibilities
Administrative & Office Operations
- Answer and manage incoming phone calls, emails, and office inquiries; greet visitors and route communications appropriately
- Monitor and manage the program’s general email inbox and incoming mail
- Maintain organized electronic and paper filing systems
- Order and maintain office supplies and coordinate general office needs
- Coordinate with vendors, IT support, and building management as needed
- Assist with scheduling home visits, assessments, care team meetings, and internal program meetings
- Track documentation deadlines and support staff in maintaining compliance timelines
- Prepare, distribute, and file program forms, logs, reports, and correspondence
- Maintain confidential records for AFC members, caregivers, and staff in accordance with MassHealth and HIPAA requirements
- Ensure documentation accuracy, completeness, and secure storage
- Assist with audits, quality reviews, monitoring visits, and compliance activities
- Support record retrieval and organization for regulatory reviews
- Assist with employee and caregiver onboarding processes
- Conduct reference checks and support credential verification
- Maintain personnel and caregiver files
- Track training requirements, certifications, and renewal deadlines
- Support HR documentation and compliance tracking
- Familiar with CORI, SORI, OIG and E-Verify
- Maintain strict confidentiality of all protected health information (PHI) and personnel records
- Ensure timely completion and proper handling of all administrative documentation
Education
- High school diploma or equivalent required
- Associate’s or Bachelor’s degree in Business Administration, Healthcare Administration, or related field preferred
- Minimum 2 years’ experience in a medical office or healthcare administrative position
- Experience in healthcare, human services, or Adult Foster Care programs preferred
- Familiarity with Massachusetts AFC regulations (130 CMR 408.000, 130 CMR 450.000, and 105 CMR 158.000) strongly preferred
- Must speak Cape Verdean Creole and English
- Strong organizational and time-management skills
- Excellent written and verbal communication abilities
- Proficiency in Microsoft Office (Word, Excel, Outlook)
- Experience with electronic record systems or healthcare databases preferred
- Ability to manage multiple priorities and meet deadlines
- Demonstrated ability to handle sensitive and confidential information professionally
- Primarily office-based position
- Standard business hours with occasional flexibility required to support program operations
- Frequent computer and administrative work
- Ability to sit for extended periods
- Occasional lifting of office materials up to 20 lbs
- Ability to perform routine office tasks including filing and document handling
