This position serves as the Health System Administrator (Chief Executive Officer) for the Santa Fe Service Unit in Santa Fe, NM. The incumbent directs and oversees ambulatory healthcare operations, strategic planning, financial management, quality improvement, and healthcare delivery programs serving eligible Native American populations. Reports to the Area Director, Albuquerque Area IHS.
A REAL ID will be required beginning May 7, 2025, in accordance with 6 C.F.R. 37.5 (2021).

MINIMUM QUALIFICATIONS:
GS-14: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Directing and managing the operations of a healthcare organization or major clinical program, with responsibility for healthcare delivery systems, clinical services, and organizational performance outcomes; Developing and implementing strategic and operational plans, policies, and organizational goals to meet regulatory requirements and stakeholder priorities; Integrating clinical and administrative functions, including supervising multidisciplinary staff and coordinating healthcare services to ensure efficient and effective operations; Managing financial operations, including developing budgets, allocating resources, and monitoring expenditures to ensure fiscal accountability; Ensuring compliance with healthcare laws, regulations, and accreditation standards, and evaluating organizational performance through quality improvement and performance management activities.
Supervisory Abilities: This is a supervisory position. Applicants must demonstrate the ability or potential to lead, supervise, and manage personnel and programs effectively.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

- Education: Successfully completed a bachelor's or higher degree with a major in hospital administration, public health administration, or a related field such as business or public administration that included course work in health care administration, OR
- Experience: Progressively responsible analytical, administrative, or clinical management or supervisory experience in the health care field. This work may be performed in an operating health care facility or at a higher organizational level with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities. This experience provided me with (1) Knowledge of health care delivery systems, including missions, organizations, programs, and requirements; (2) Knowledge of regulations and standards of accrediting, regulatory, and credentialing organizations; and (3) Knowledge of administrative systems and requirements such as budget, personnel, and procurement. In addition, applicant must also possess:
- Delegate authority, evaluate and oversee staff and programs, and adapt to changing priorities; and
- Understand the relationships and interdependencies among clinical and administrative services and programs.

- Provides executive leadership for strategic planning, healthcare delivery, quality improvement, and accreditation compliance activities.
- Manages financial operations, budget development, and third-party revenue programs including Medicare, Medicaid, and private insurance.
- Supervises clinical and administrative managers, human resources activities, and organizational performance management.
- Collaborates with Tribal leaders, community organizations, and stakeholders to support healthcare programs and improve services for the Native American population served.
