Definition
Under direction, the Transit Systems Safety Supervisor plans, directs, organizes, coordinates, and supervises the activities of the Transit Systems Safety Unit.
Distinguishing Characteristics
This single position class is responsible for the performance of duties and supervision of staff involved with the identification, evaluation, and mitigation of public and industrial safety risks associated with bus operations, light rail operations, and light rail construction. This class also administers the Bus and Rail System Safety Program Plans.

Typical Tasks
- Directs, coordinates, and ensures the effective operations of the functions of the Transit Systems Safety Unit;
- Selects, supervises, trains, motivates, and disciplines staff;
- Supervises the design and implementation of all VTA bus and rail safety programs to ensure safe operating and working environments;
- Participates in rail activation planning and implementation;
- Administers and oversees the Bus System Safety plan;
- Oversees the Rail System Safety plan and annual system audits;
- Manages the VTA Emergency Operations Plan and the Business Recovery Plan;
- Supervises VTA safety personnel and construction safety consultants;
- Supervises rail construction safety programs, including plan review, site safety plans, and construction contract safety enforcement;
- Coordinates rail safety certification for VTA with Rail Design & Construction, Operations, and Facilities Construction staff;
- Develops and controls unit budget;
- Prepares and presents a variety of reports, correspondence and other documents;
- Performs related duties as required.
Employment Standards
Sufficient training, education, and experience in developing and managing bus and/or rail safety programs to demonstrate the required knowledge, skills, and abilities.
Development of the required knowledge, skills, and abilities is typically obtained through training and experience equivalent to graduation from an accredited college or university with major course work in safety or a related field, and four years of increasing responsible experience developing and managing safety programs, including experience in bus/rail safety, and demonstrated supervisory experience. Experience with construction safety and Emergency Response Plans is desirable.
Knowledge of:
- Principles and practices of administration, organization, supervision, fiscal management, and program development;
- Bus and rail systems safety;
- Bus and rail transit operations and management;
- Applicable state, federal, and local policies, laws, and regulations governing rail transit systems;
- Principles, practices, and procedures pertaining to the operation of a large and complex multi-modal transportation system;
- Cal OSHA requirements for industrial safety, including construction safety;
- California Public Utilities Commission requirements and process for rail safety certification.
Ability to:
- Design, implement, and evaluate the bus and rail construction safety programs;
- Supervise, train, evaluate, motivate, and discipline employees;
- Analyze situations, identify problems, recommend solutions, and evaluate the outcome;
- Comply with bus/rail operations and industrial health and safety regulations;
- Interpret and apply applicable state, federal, and local policies, laws, and regulations;
- Monitor developments and legislation related to assigned area of responsibility; evaluate impact on VTA's operations and recommend and implement policy and procedure improvements;
- Manage the Rail System Safety Program Plan annual audit;
- Collaborate with the Rail Design & Construction and Operations Divisions in the preparation and submittal of Rail Safety Certifications to the California Public Utilities Commission;
- Operate personal computers and common software applications;
- Communicate effectively, both orally and in writing;
- Prepare clear and comprehensive administrative reports;
- Establish and maintain effective working relationships with those contacted in the course of work.
