The Santa Clara Valley Transportation Authority (VTA) is seeking a highly analytical and collaborative Management Analyst to support the Safety & Security Division in advancing key public safety, compliance, and policy initiatives.
This position will focus on program implementation, regulatory analysis, policy development, and cross-functional coordination related to transit safety, security operations, workplace violence prevention, and public safety programs. The incumbent will work closely with internal departments such as Operations, Legal, Human Resources, and external partners including law enforcement agencies, municipalities, and community-based organizations.
This role requires strong project management, technical writing, and stakeholder coordination skills, with the ability to translate complex regulatory requirements into actionable programs, policies, and procedures.
The Division:
This division oversees VTA's safety and transit system security and law enforcement functions, which include oversight of the Transit Security Department, management of contracted security services provided by Allied Universal Security, administration of VTA’s contract with the Sheriff’s Department for sworn law enforcement personnel and Cyber Security.
Definition
Under general supervision, a Management Analyst performs a variety of professional level analytical staff studies and/or projects concerned with the improvement of management functions, practices, and services or the implementation of program objectives.
Distinguishing Characteristics
This is the journey level within the Management Analyst series. Positions in this class perform a wide variety of management analysis activities. Assignments at this level require the use of considerable discretion, judgment, and interpersonal skill. Recommendations and commitments have considerable weight; personal contacts involve negotiating, advising, and gaining acceptance of one's ideas by others. Positions at this level may provide training and lead direction over other Analysts, Aides, and clerical support staff.
This class is distinguished from the lower level of Associate Management Analyst in that incumbents of the Management Analyst class receive less supervision and are expected to perform more responsible assignments with a great deal of independence; and from the higher level of Senior Management Analyst in that the latter is responsible for supervising the work of professional analytical staff and performing the most complex professional level analytical staff studies and projects.
The ideal candidate is a detail-oriented and strategic professional with experience supporting or leading projects in a public agency or regulated environment. They have a strong foundation in program management, regulatory analysis, and policy development, and are skilled in translating laws and regulations into clear, implementable procedures.
They are an effective communicator who can develop technical documents such as reports, SOPs, policy memos, and implementation plans, while also coordinating with diverse stakeholders including legal teams, operational staff, and external partners.
The ideal candidate brings experience in public safety, compliance programs, or security-related initiatives, and demonstrates the ability to balance analytical work with real-world operational considerations, including community impact and stakeholder engagement.

Training, education, and experience, which demonstrates possession of the required knowledge, skills, and abilities.
Development of the required knowledge, skills, and abilities is typically obtained through a combination of training, education, and experience equivalent to graduation from an accredited college or university with a four-year degree in public or business administration, or a related field, and two (2) years of increasingly responsible experience performing management analysis for a public or private sector organization.
