The Procurement Analyst manages public-sector procurement activities for the Sanford Airport Authority, ensuring compliance with Florida statutes, federal regulations, and airport authority best practices. The role supports internal departments, facilitates competitive solicitations, and ensures effective contract administration and vendor management.
Minimum Qualifications
• Bachelor’s degree in business administration, public administration, contract administration, supply chain management, or a closely related field, with four (4) years of progressively responsible public-sector procurement experience, preferably within an airport authority.
• Associate’s degree with six (6) years, or a high school diploma or equivalent with eight (8) years of progressively responsible public-sector procurement experience may be considered.
• An equivalent combination of education, training, and experience demonstrating the required knowledge, skills, and abilities will be considered.
• NIGP Certified Procurement Professional (CPP) or Certified Professional Public Buyer (CPPB) certification is preferred at hire and may be required within three (3) years.
Knowledge, Skills, and Abilities
• Advanced knowledge of public-sector procurement principles, competitive solicitation methods, and contract administration.
• Working knowledge of Florida Statutes, local government purchasing laws, and ability to learn airport authority procurement practices.
• Familiarity with FAA, FDOT, and other federal and state grant requirements.
• Proficiency with procurement systems, contract management platforms, reporting tools (including OpenGov), and basic data analytics.
• Strong analytical, organizational, and problem-solving skills; ability to manage multiple priorities in a regulated environment.
• Effective written and verbal communication, including preparation of contracts, Board agenda items, and executive-level reports.
• Ability to collaborate across departments, manage vendor relationships, and maintain confidentiality with integrity.
Qualifications:• Plan and lead complex capital and non-capital competitive solicitations (RFQs, RFPs, ITBs, ITNs).
• Advise internal departments on procurement strategy, contract structure, and compliance.
• Coordinate pre-award and post-award activities, including solicitation development, advertising, evaluations, negotiations, and award recommendations.
• Prepare, review, and administer contracts, amendments, agenda memoranda, and supporting documentation for executive leadership and Board approval.
• Maintain procurement and contract records in compliance with public records and Agency policies.
• Manage procurement, contract management, and reporting systems; generate expenditure, performance, and KPI reports.
• Coordinate post-award contract administration, ensuring compliance with insurance, bonding, performance standards, and grant requirements.
• Process purchase requisitions and purchase orders according to budgetary controls and procurement policies.
• Lead vendor outreach, onboarding, and issue resolution efforts.
• Provide guidance and training to internal stakeholders on procurement procedures, best practices, and regulatory requirements.
• Coordinate with suppliers, Finance, Legal, and Project Management to resolve contract, billing, and compliance issues.
• Represent the Airport Authority at vendor outreach events, conferences, and procurement seminars.
• Perform other duties supporting the Airport Authority’s mission and strategic objectives.
