The Community Emergency Response Team (CERT) and its volunteers are an important part of the District’s operations during times of local or regional emergencies, disasters, and can augment First Responders and Rescuers upon request in the San Ramon Valley.  

The CERT program trains local residents through a nationally recognized 27-hour academy course to prepare for, build critical skills, and respond in times of emergency to assist our neighbors and communities.

The Volunteer CERT Program Administrator plays a vital role in maintaining the operational excellence of the San Ramon Valley Fire Protection District’s Community Emergency Response Team (CERT) Program. Supporting over 1,200 active volunteers across the district’s 150 square mile operating area, this position ensures smooth coordination, communication, and data integrity across all CERT activities. Working behind the scenes, the Administrator supports program leadership, instructors, area leaders, and Fire District liaisons to maintain volunteer records, manage communications and logistics, and strengthen the readiness of the CERT community to respond effectively during emergencies, exercises, and community events.

This is a volunteer (unpaid) position and role that reports to CERT Program Leadership and/or the San Ramon Valley Fire Protection District Liaison.

The duties consist of, but are not limited to the following:
  • Maintain, update, and enhance the CERT volunteer database to ensure accuracy, completeness, and readiness for any emergency.
  • Develop and distribute program-wide communications (email, text, newsletters) to volunteer members, instructors, and area leaders using tools such as Constant Contact.
  • Coordinate volunteer registration, course enrollment, and attendance tracking for CERT Basic Training, refresher courses, and advanced skills workshops.
  • Support program leadership in organizing meetings, drills, and community outreach events.
  • Maintain and update official CERT documents, forms, rosters, and class materials.
  • Ensure timely communication to volunteer teams during times of emergency, exercises, or changes in operational status—sometimes within one hour of notification.
  • Assist in data analysis and reporting to identify participation trends, training completion, and resource readiness.
  • Collaborate with CERT Leadership and Fire District liaisons staff, public safety partners, and other agencies to support integrated preparedness and response operations.
The San Ramon Valley Fire Protection District is an independent Special District in Contra Costa County responsible for providing a high level of emergency and non-emergency services to the communities it serves.  The District's service area encompasses approximately 155 square miles, serving the communities of Alamo, Blackhawk, Danville, Diablo, San Ramon, the southern boundary of Morgan Territory, and the Tassajara Valley.  The communities are primarily residential, commercial, office park, and controlled manufacturing, along with wildland areas, protected by nine stations and one volunteer staffed station with 185 employees, and 56 volunteers.  Financial oversight and strategic policy direction are provided by an elected 5-member Board of Directors. 
  • Minimum Age: 18
  • Completion of CERT Academy.
  • Must have a valid California Driver's License.
    • Maintenance of a valid California Driver's License is required as a condition to volunteer.
  • Maintain a residence within the District or within 30 minutes of District boundaries. 

QUALIFICATIONS - KNOWLEDGE, SKILLS, AND ATTRIBUTES
  • Demonstrated organizational, communication, and administrative skills.
  • Ability to pass any department-required background check and/or livescan.
  • Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and data management systems.
  • Ability to manage multiple priorities with attention to detail and confidentiality.
  • Reliable internet access and availability for periodic communication needs.
  • Commitment to the mission and values of the CERT program.

HIGHLY DESIRED
  • Experience with Constant Contact or similar communication platforms.
  • Prior involvement with CERT, emergency management, or volunteer coordination.
  • Background in community engagement, public information, or database administration.

ORIENTATION & TRAINING (Provided by the District)
  • CERT Program Administrator Program Orientation covering CERT structure, communication systems, data privacy, and program protocols.
  • Mentorship by members of the CERT Leadership Team and current program administrator
  • Ongoing training opportunities in volunteer coordination, public safety communication, and emergency management systems.
  • Access to CERT program resources, manuals, and sample documents and templates for position duties and operations.
