What are the responsibilities and job description for the Program Specialist position at San Francisco VA Medical Center?
The incumbent is accountable to the Supervisory Clinical Admin Specialist, the Chief Nurse of Connected Care and the Deputy Chief of Staff, but receives guidance from the SF VAMC Connected Care committee and its chair. The incumbent is responsible for overall planning, coordination, implementation and evaluation of clinical applications of telemedicine and video conferencing technology based at SFV AMC, but is also involved in coordinating such activities with other programs in the VISN.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Updating, organizing, and maintaining program database/various excel spreadsheets for effective program management, tracking, and reporting; assisting in planning, reviewing, and reporting of data/statistical results of program/project studies; processing incoming and outgoing materials; drafting service agreements; develop clinical schedules . Responsibilities:
Major duties include but are not limited to:-- Oversees and, when needed, directly assists with the day-to-day implementation of new Connected Care initiatives programs at SFV AMC. In cooperation with involved clinical services and sites, incumbent is able to assume the leading role in planning, development and maintenance of specific telemedicine programs.
- Identifies learning needs of staff and trains key end users and educates other stakeholders.
- Serves as a key resource and first point of contact for SFVAMC clinical services that wish to participate in telemedicine or that have active programs in need of assistance.
- Works with clinical leaders, IRMS, Biomedical Engineering and the Information Security Officer to implement telemedicine goals as smoothly and efficiently as possible.
- Provides back-up assistance for other telehealth programs at SFV AMC, including home telehealth/care coordination.
- Provides leadership in identifying, evaluating and implementing new telemedicine technology.
- Stays abreast of professional, regulatory, research and technical developments in Connected Care by regular reading of the appropriate literature as well as attendance at local and national meetings. Communicates findings to the relevant supervisors, groups, services and end users.
- Seeks opportunities for external funding and resources to support SFVAMC and VISN 21 Connected Care programs where appropriate.
- Works with the SFVAMC Connected Care steering committee as well as the VISN 21 Strategic Telehealth Committee to develop, refine, monitor and evaluate a comprehensive strategic plan for telemedicine.
- Provides major administrative support for the SFVAMC Connected Care steering committee.
- Routinely represents SFVAMC in VISN 21, Connected Care.
- When appropriate, represents Connected Care perspectives at other SFVAMC committees.
- Participates in planning and provides back-up assistance for other telehealth programs at SFVAMC, including RPM-HT Program.
- Assists with preparation of an annual SFVAMC Connected Care Service budget for the leadership.
